11-05-1945 Minutes0(-40 COMMISSIONERS PROCEEDINGS, REGULAR MEETING C OMMIS S ION ERS ROOM, SALINA, KANSAS. NOVEMBER 5, 1945 i Regular Meeting of the Board of Commissioners November 5, 1945. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce and Price and City Attorney Byers responded. Commissioner Simpson absent. The minutes of the Regular Meeting of October 29, 1945 were read and approved as read. f Applications for taxicab drivers license for the balance of 1945 received as follows: Carl Cecil Bennett Ralph J. Graham i Commissioner Price moved that applications be approved and license granted. Motion adopted. i Commissioner Price moved that plans and type of building to be erected on Lot 1, Block 13, Pacific Addition, be approved by the Board of Commissioners. Motion adopted. Pursuant to notice published in the Salina Journal bid was received for the curbing and guttering of Tenth Street from North to Lincoln, and paving of Tenth Street from North to Grand, as follows 1. H. J. Taylor Construction Company, Salina, Kansas. Amount of Bid $15,211.30 i City Engineers Estimate in the amount of $15,749.50 was presented and read. Bid was tabulated by the City Manager. Commissioner Price moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submitted, and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriatkon for the payment of certain claims." On motion of Commissioner Noyce the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was hadj Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered A-301. Commissioner Breon moved that DeLuxe Cab Company be granted two more taxicabs and Bell Taxi three more cabs, including one for E. L. Klein for the Air Line. Motion adopted. A communication was received from Edgar W. Heyl, Chief of Police, recommending the revocation of Taxicab Drivers License No. 122 issued.to George Washington Vinson. Commissioner Noyce moved that license be revoked. Motion adopted. Claim Voucher in the amount of $7774.52 was presented from the H. J. Taylor Construction Company for partial payment for the cost of curbing and guttering: Kansas Avenue from Ash to Elm, Kansas Avenue from Elm Street to River, Front Street from Elm to Ash, I West Place from Park to Elm, Venango from Merrill to Sheridan Franklin from Merrill to Sheridan, and - Franklin from Sheridan to Custer. Commissioner Breon moved that claim be allowed. Motion adopted. Claim Voucher in the amount of $22,474.00 was presented from the H. J. Taylor Construction Company, for partial payment for the cost of curbing and guttering Spruce Street from Clark Street to Missouri Pacific Railroad Right -of -Way, Hancock Street from Venango to Illinois, and C)q for the paving of: Spruce Street from Phillips to Clark, Clark Street from Spruce to Walnut, Hancock Street from Venango to Illinois, Twelfth Street from North to Lincoln, and Sheridan Street from Republic to Wilson. Commissioner Breon moved that claim be allowed. Motion adopted. iCity Engineer submitted plans and specifications and estimate of cost for the construction of lateral Sanitary Sewer Number 207. Commissioner Price moved that same be approved by the Board of Commissioners, and City Clerk was instructed to advertise for bids to be received up to and including Monday, November 19th, j at 7:30 P. M. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance relating to traffic and regulating the use of public streets and highways in the City of Salina; prescribing regulations relative to the parking of vehicles upon such public streets and highways; providing for purchase, leasing, acquiring, installation, operation, maintenance, supervision, regulation and control of the use of parking meters; defining and providing for the establishment of parking meter zones upon the public streets and highways and providing for the payment thereof; providing for an inforcement thereof and providing penalties for the violation hereof." Ordinance was referred to the Board of Commissioners. On motion of Commissioner Breon the Board of Commissioners adjourned to meet in regular session Tuesday, November 13th, 1945, on account of Monday, November 12th, 1945 being a holiday.
