10-29-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISS ION ERS ROOM, SALINA, KANSAS OCT013LFR 29, 1945 hbgular Meeting of the Board of Commissioners October 29, 1945. Meeting was.oalled to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce and Simpson and City Attorney Byers responded. Commissioner Price absent. The minutes of the Regular Meeting of October 22, 1945 were read and approved as read. Application for taxicab drivers license for the balance of 1945 received as follows$ George W. Vinson Commissioner Simpson moved that application be approved and license granted. Motion adopted. An ordinance was introduced for second reading entitled% "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the construction of a certain Lateral Sanitary Seger District No. 208, so created, providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuance of bonds therefor." On motion of Commissioner Simpson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hada Ayes: Moore, Breon, Noyce and Simpson (4) Nayss (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5119. An ordinance was introduced for second reading entitleds "An ordinance ratifying and confirming a contract with the H. J. An mrdinanoe was introduced for second reading entitleds "An ordinance providing for the vacation of a certain portion of an alley in Block #1, North Park Addition, which runs North and South between Whitridge Street and Barney Street, North,of Broadway Boulevard." On motion of Commissioner Breon the ordinance was read and adopted by sections ,and on its final adoption the roll was calledend the following vote was had; Ayes: Moore, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5121. An ordinance was introduced for second reading entitleds "An ordinance vacating certain portions of Lincoln Street in the City of Salina, Kansas." On motion of Commissioner Noyce the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayess Moore, Breon, Noyce and Simpson (4) Nayss (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5122. An ordinance was introdu ed for second reading entitleds "An ordinance vacating certain portions of Whitridge Street north of U. S. Highway #81, By -Pass in the City of Salina, Kansas." On motion of Commissioner Simpson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayess Moore, Breon, Noyce and Simpson (4) Nayss (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5123. Waiver was presented from C. N. Hoffman, the owner of Lot 7, Block 2, Crowthers Addition, Salina, Kansas, regarding the laying of Water Service line on Tenth Street from Lincoln to Grand. On motion of Commissioner Noyce the Mayor was authorized to sign Waiver on behalf of the City of Salina. Motion adopted. Hal Eisenhauer requests that Building Permit Application No. 288, approved by the Board of Commissioners September 24, 1945 be changed from Lot 13, Block 9, Pacific Addition to Lot 11, Block 9, Pacific Addition. Request granted by the Board of Commissioners. 1 1 1 City Engineer filed plans and specifications and estimate of cost for the curbing, guttering and paving improvements on Tenth Street from North Street to Grand Avenue. On motion of Commissioner Breon same were approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids to be received up to and including Monday, November 5, 1945 at 7s30 o'clock P. M. Motion adopted. City Clerk was instructed to publish notice in the official City paper, notifying property owners on Tenth Street from Lincoln Avenue to North Street to connect their premises with water, sewer and gas service. City Manager was authorized to meet the Payroll of November 1, 1945. The appraisers reports for the paving oft Clark Street from Walnut Street to Spruce Street, Sheridan Street from Republic Avenue to Wilson Street, Spruce Street from College ''venue t o Phillips Street, Spruce Street from Clark Street to College Avenue, Twelfth Street from North Street to Lincoln Avenue, for the curbing and guttering of: Spruce Street from Clark Street to Missouri Paoif io Railroad Right-of-way, and for the curbing, guttering and paving: Hancock Street from Illinois Street to Venango Street, were received, and on motion of Commissioner Noyce, Tuesday, November 13th, 1945 at 7130 P. M. was designated as a Special Meeting to act on said reports, and that the City Clerk be instructed to publish notice of such meeting in the official City paper as provided by law. Motion adopted. On motion of Commissioner Simpson the Board of Commissioners adjourned.
