10-22-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 22, 1945 Regular Meeting of the Board of Commissioners October 22, 1945. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Noyoe, Price and Simpson and City Attorney Byers responded. Commissioner Breen absent. The minutes of the Regular Meeting of October 15, 1945 and Special Meeting of October 15, 1945 were read and approved as read. Applications for taxicab drivers license for the balance of 1945 received as follows$ Lloyd H. Cook Lem C. Thompson Commissioner Price moved that applications be approved and license granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain Lateral Sanitary Sewer District in the City of Salina, designated as Lateral Sanitary Sewer District No. 207, so created, providing for the cost thereof and for the levying of special assessments against the property in said district; for the payment of such construction; and for the issuing of bonds therefor." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes% Moore, Noyce, Price and Simpson (4) Nays$ (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 5116. An ordinance was introduced for second reading entitled; "An ordinance providing for the amendment of Ordinance No. 3188 and adding certain areas to Class "D" Light Industrial districts as defined by Section #6 of said Ordinance �. and excluding said areas from Class "A" Residential Districts as defined by Section #3, of said Ordinance and Class "C" Commercial Districts as defined by Section #5 of said ordinance." On motion of Commissioner Simpson the ordinance was read said adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Noyoe, Price and Simpson (4) Nays$ (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 5117. I I An ordinance was introduced for second reading entitled, "An ordinance providing for the grading and paving of Tenth Street from the north line of North Street to the north line of Grand Avenue, with six inch (6") reinforced concrete, paved from the north line of North Street to the south line of Lincoln Avenue to be a width of thirty-three feet (331) and from the north line of Lincoln Avenue to the south line of Grand Avenue to be a width of thirty-one feet (311); and providing for curbing, guttering and grading of Tenth Street from the north line of North Street to the north line of Lincoln Avenue and providing for the costs thereof and how the same shall be assessed and the manner of payment ! thereof." On motion of Commissioner Noyce the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote f was had; Ayes% Moore, Noyce, Price and Simpson (4) Nays: (0d Commissioner j f Breon absent. Mayor approved the ordinance and it is numbered 5118. An ordinance was introduced for first reading entitled: "Aa ordinance i ratifying and confirming contract with The H. J. Taylor Construction Company for the construction of a certain Lateral Sanitary Sewer in Lateral Sanitary Sewer District No. 206, so created, providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuance of bonds therefor." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance f ratifying and confirming a contract with The H. J. Taylor Construction Company for the construction of a certain Lateral Sanitary Sewer in Lateral Sanitary Sewer District No. 204, so c rested, a nd for the construction of a certain Main Sewer in Main Sewer District "S", so created, providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuance of bonds." Ordinance was referred to the Board of Commissioners. LJ' 1 1 An ordinance was introduced for first reading entitleds "An ordinance providing for the vacation of a certain portion of an alley in Block #1, North Park Addition, which runs North and South between Whitridge Street and Barney Street, North of Broadway Boulevard." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance vacating certain portions of Lincoln Street in the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance vacat- ing certain portions of Whitridge Street north of U. S. Highway #81 by-pass, in the City of Salina, Kansas." Ordinance was referred to the Board of Commissioners. City Manager Allison, to whom was referred the petition asking for the paving of Woodland Avenue from the west line of Santa Fe Avenue to the east line of Seventh Street, and for the curbing, guttering and paving Woodland Avenue from the east line of Seventh Street to the east line of Ninth Street, reported as follows: "Recommend that improvement be made. Processed for early spring. Too late this year." A communication was received from Chief of Police Heyl recommending the revocation of Taxicab Drivers License No. 68 issued to Edith Marie Dimiok. Commissioner Noyce moved that license be not revoked. Motion adopted. City Attorney was instructed to draft an ordinance providing for the in- stalltion of parking meters in the City of Salina.
