COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
OCTOBER 15, 1945
Regular Meeting of the Board of Commissioners October 15, 1945. Meeting
was called to order by Mayor Moore, the roll was called and Commissioners Moore,
Breon, Noyce and Simpson and City Attorney Byers responded. Commissioner Price
absent.
The minutes of the Regular Meeting of October 8, 1945 were ead and approved
as read.
Application for taxicab drivers license for the balance of 1945 received
as follows:
Forrest W. Taylor
Commissioner Simpson moved that application be approved and license
granted. Motion adopted.
An ordinance was introduced for second reading entitled% "An ordinance
providing for the amendment of Ordinance No. 3188 and adding certain areas to
Class "C" Commercial District as defined in Section 5 of said Ordinance and exclud-
ing certain areas from "A Residential District as defined in Section 3 of said
ordinance."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Price
absent. Mayor approved the ordinance and it is numbered 5114.
An ordinance was introduced for second reading entitled% "An ordinance
amending Section 29-174 of Revised Ordinances of the City of Salina 1939, being
Section 74 of Ordinance No. 4953,r elating to angle parking."
On motion of Commissioner Simpson the ordinance was read and sdopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Price
absent. Mayor approved the ordinance and it is numbered 5115.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining certain Lateral Sanitary Sewer District in the City of Salina,
designated as Lateral Sanitary Sewer District No. 207, so created, providing for
the cost thereof and for the levying of special assessments against the property
insaid district; for the payment of such construction; and for the issuing of
bonds therefor." Ordinance was referred to the Board of Commissioners.
A petition was presented asking for the paving of Woodland Street from
the west line of Santa Fe to the east line of Seventh Street, and for the curbing,
guttering and paving Woodland from the east line of Seventh Street to the east line
of Ninth Street. Petition was referred to the City 1,lanager.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Noyce the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Moore, Breon, Noyce and Simpson (4) Nays% (0) Commissioner Price absent. Mayor
approved the ordinance and it is numbered A-299.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Noyce the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Moore, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Price absent.
Mayor approved the ordinance and it is numbered A-300.
An ordinance was introduced for first reading entitled: "An ordinance provid-
ong for the grading and paving of Tenth Street from the north line of North Street
to the north line of Grand J'venue, with six inch (6") reinforced concrete, paved
from the north line of North Street to the south line of Lincoln Avenue to be a
width of thirt--three feet (331) and from the north line of Lincoln Avenue to the
south line of Grand Avenue to be a width of thirt -one feet (311); and providing
for curbing, guttering and grading of Tenth Street from the north line of North
Street to the north line of Lincoln Avenue and providing for the costs thereof and
how the same shall be assessed and the manner of payment thereof." Ordinance was
referred to the Board of Commissioners.
No one appeared to protest against the rezoning of Lots 6, 8, 1U, 12 and
14, Block 5, Pacific Addition from "A" Residential to "C" Commercial.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the amendment of Ordinance No. 3188 and adding certain areas to
Class "D" Light Industrial districts as defined by Section #6 of said Ordinance
and excluding said areas from Class "A" Residential Districts as defined by
Section #3 of said Ordinance and Class "C" Commercial Districts as defined by
Sectior.#ii of said Ordinance." Ordinance was referred to the Board of Commis-
sioners.
City Planning Commission reported favorably on the petition received from
R. L. Kent, asking for the rezoning of Lots 31 to 45 inclusive, Block 1, North
Park Addition to Class "D" Light Industrial, also for the vacation of alley
between Whitredge Street and Barney Street; Whitredge Street north of U. S. Highway
#81 By -Pass; and that part of Lincoln Street west of Highway #81 By -Pass.
Commissioner Simpson moved that report be adopted by the Board of Commis-
sioners, and that the City Clerk be instructed to publish notice in the official
City paper that a public hearing will be granted to any person interested in
said proposed changes at 8:00 P. M. on Monday, November 26th, 1945, in the Com-
missioners meeting room in the City Hall, Salina, Kansas. Motion adopted.
City Planning Commission reported favorably on the petition asking for
the rezoning of Lots 2,4,6,8,1G,12,14 and 16, Weaver's Second Addition from "C"
Commercial to "D" Light Industrial, subject to the filing off' building plans and
plot plans as required by the Zoning Ordinance, and the approval thereof.
Commissioner Simpson moved that report beadopted by the Board of Commis-
sioners and that the City Clerk be instructed to publish notice in the official
City paper that a public hearing will be granted to any person interested in said
proposed changes, at 8:00 P. M. Monday, November 26th, 1945, in the Commissioners
meeting room in the City Hall, Salina, Kansas. Motion adopted.
City Planning Commission reported unfavorably on the petition asking for
the rezoning of Lots 8 and 10, Block 13, South Park Addition to "C" Commercial
District. Commissioner Simpson moved that report be adopted by the Board of
Commissioners. Motion adopted.
City Planning Commission reported unfavorably on the petition asking for
the rezoning of Lots 13 and 15, in Block 13 of Episcopal Military Institute
Addition, from "A'to "C" Commercial. Commissioner Simpson moved that report
be adopted by the Board of Commissioners. Motion adopted.
Mayor Moore appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser,
Jr., to act as appraisers in ascertaining the v&luation of certain lots and
pieces of ground liable to special assessment for the cost of constructing
Lateral Sanitary Sewers Number 204 and 206 and Main Sewer "S". On motion of
Commissioner Simpson appointments were confirmed by the Board of Commissioners.
Motion adopted.
On motion of Commissioner Breon the Board of Commissioners adjourned.
