Meeting was called to order by mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce and Price and City Attorney Byers responded. Commission Simpson absent. The minutes of the Regular Meeting of October 1, 1945 were read and ap- proved as read. Petition's were presented asking for the rezoning of: Lots 2,4,6,8,10,12,14 and 16, Weavers Second Addition from "C" Commercial to "D" Light Industrial; Lots 13 and 15, Block 13, E. M. I. Addition from "A" to VC Commercial; Lots 8 and 10, Block 13, South Park Addition to "C" Commercial. Petitions were referred to the City Planning Commission. Pursuant to notice published in the Salina Journal bid was received for the construction of Lateral Sanitary Sewer Number 204 and Main Sewer "S" as follows: H. J. Taylor Construction Company, Salina, Kansas, $12,712.50 City Engineers Estimate of Cost in the amount of $13,288.75 was read. Bid was tabulated by the City Engineer Commissioner Breon moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submitted and that the mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein. Motion adopted. Pursuant to notice published in the Salina Journal bid was received for the construction of Lateral Sanitary Sewer Number 206 as follows: H. J. Taylor Construction Company, Salina, Kansas $5556.25 City Engineers Estimate of cost in the amount of $5607.25 was read. Bid was tabulated by the City Engineer. Commissioner Breon moved that contract be awarded to H. J. Taylor Con- struction Company as per bid submitted and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifications attached thereto and referred to therein. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the paving of Clark Street from the south line of Walnut Street to the north line of Spruce Street for a width of 24' with 6" reinforced concrete; the paving of Sheridan Street from the north line of Repub- lic Avenue to the south line of Wilson treet for a width of 28' with 6" reinforced concrete; for the curbing, guttering and paving of Hancock Street from the north line of Illinois Street to the north line of Venango Street for a width of 28' with 6" reinforced concrete; for the curbing, guttering and grading of Spruce Street from the west line of Clark Street to the east line of the Missouri Pacific right- of-way; for the paving of Spruce Street from the west line of Clark Street to the east line of the Missouri Pacific right-of-way for a width of 23' with 6" reinforced concrete; for the paving of Spruce Street from the east line of the Missouri Pacif- ic right-of-way to the west line of College Avenue for a width of 27' with 6" rein- forced concrete; and for the paving of Twelfth Street from the north line of North Street to the south line of Lincoln Avenue for a width of 28' with 6" reinforced cono. and providing for the issuance of temporary notes to pay the cost thereof pending the issuanceeand sale of bonds." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5112. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract for the paving of Spruce Street from the east line of College Avenue to the west line of Phillips Avenue in the Uity of Salina for a width of 271 with 6" reinforced concrete and providing for the issuance of tempo- rary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Noyce the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Moore, Breon, Noyce and Price (4) Nays: (G) Commissioner Simpson absent. Mayor approved the ordinance and it is numbered 5113. An ordinance was introduced for first reading entitled: "An ordinance providing for the amendment of Ordinance No. 3188 and adding certain areas to Class "C" Commercial District as defined in Section 5 of said Ordinance and excluding certain areas from "A" Residential District as defined in Section 3 of said Ordinance." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance amending Section 29-174 of Revised Ordinances of the City of Salina, 1939, being Section 74 of Ordinance No. 4953, relating to angle parking." Ordinance was referred to the Board of Commissioners. City Manager Allison, to whom was referred the petition asking for the paving of Ash Street from Missouri Pacific Railroad right-of-way to Highway 81, By -Pass, reported as follows: "Recommend that improvement be made. Processed for early spring. Too late this year." On motion of Commissioner Price, City Manager was authorized to meet the Payroll of October 15, 1945. Motion adopted. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
