10-01-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALIVA, KANSAS, OCT09ER 1, 1945 Regular Meeting of the Board of Commissioners October 1, 1945. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce and Simpson and City Attorney Byers responded. Commissioner Price absent. The minutes of the Regular Meeting of September 24, 1945 were read and ap- proved as read. Applications for taxicab drivers license for the balance of 1945 received as follows: Chas. K. Chapel, Gerald Rake, John David Shivvers, J. W. Sloop On motion of Commissioner Simpson applications were approved by the Board of Commissioners and license granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance amending Section 29-126 of Revised Ordinances of the City of Salina 1939, being Section 26 of Ordinance. No. 4953, relating to end regulating traffic and relating to and prohibiting the driving of any vehicle by any person under the influence of intoxicating liquor or narcotic drugs, and providing a penalty for the violation of this ordinance." On motion of Commissioner Breon the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes.- Moore, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5111. A petition was presented asking for the extension of sewer in the 1000 block i on Johnstown Avenue. Referred to the City Manager. An ordinance was introduced entitled: "An ordinance making appropriation jfor the payment of certain claims." On motion of Commissioner Simpson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayess Moore, Breon, Noyce and Simpson (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered A-298. A petition was presented asking for the installation of a street light at the end of Charles Street and Montrose Street. Petition was referred to the City Manager. City Planning Commission reported unfavorably on the petition asking for the re -zoning of Lots 1 and 3, Block 8, Leavenworth Addition. Commissioner Breon moved that report be adopted by the Board of Commissioners. Motion adopted. Letter was presented from the City Planning Commission regarding petition received from Rex Kent for the re -zoning of Lots 31 to 45 inclusive, North Park Addition to "D" Light Industrial; close alley between Whitredge Street and Barney Street; vacate Whitredge Street and part of Lincoln Avenue west of Highway 81 By -Pass. Referred to the City Manager to have plat made. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract for the paving of Clark Street from the south line of Walnut Street to the north line of Spruce Street for a width of 24' with 6" reinforced concrete; the paving of Sheridan Street from the north line of Republic Avenue to the south line of Wilson Street for a width of 28' with 6" reinforced con- crete; for the curbing, guttering and paving of Hancock Street from the north line of Illinois Street to the north.line of Venango Street for a width of 28' with 6" reinforced concrete; for the curbing, guttering and grading of Spruce Street from the west line of Clark Street to the east line of the Missouri Pacific right-of-way; for the paving of Spruce Street from the west line of Clark Street to the east line of the Missouri Pacific right-of-way for a width of 23' with 6" reinforced concrete; for the paving of Spruce Street from the east line of the Missouri Pacific right- of-way to the west line of College Avenue for a width of 27f with 6" reinforced concrete; and for the paving of Twelfth Street from the north line of North Street to the south line of Lincoln Avenue for a width of 28' with 6" reinforced concrete; and providing for the issuance of temporary notes to pay the cost thereof pending the issuance And sale of bonds." Ordinance was referred to the Roard of Commis- sioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract for the paving of Spruce Street from the east line of College Avenue to the west line of Phillips Avenue in the City of Salina for a width of 271 with 6" reinforced concrete, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." Ordinance was referred to the Board of Commissioners. The appraisers reports for the construction of Lateral Sanitary Sewer Number 201 in Front Street from North Street south; aimd for Lateral Sanitary Sewer Number 203 in alley between Tenth and Eleventh Street from Grand Avenue to Lincoln, were received by the Board of Commissioners, and on motionof Commissioner Simpson, Monday, October 15th, 1945 at 7:30 P. M. was designated as a Special Meeting to act on such reports, and the City Clerk was instructed to publish notice of such meeting in the official City paper as provided by law. Motion adopted. No protests were received for the re -zoning of Lots 3,4,5,6,7,8,9,10 and 11, Casa Loma Manor from "A" Residential to "C" Commercial. City Attorney was instructed to prepare ordinance. Commissioner Noyce moved that congratulations be extended to City Clerk Banker and wife, and a vote of thanks for the basket of fruit presented by Mr. Banker to the Board of Commissioners. Motlbn adopted. City Engineer submitted plans 'and Ispecifications and estimmite'of cost for the construction of Lateral Sanitary Sewer No. 206, in alley east of Fourth Street from Pacific to Euclid. On motion of Commissioner Noyce same were approved by the Board of Commissioners and the City Clerk was instructed to advertise for bids for the construction of Lateral Sewers numbered .204.and 206 and._Main Sewer "S", to be received up to and including Monday, October 8, 1945 at 7:30 P.
