COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
SEPTEMBER 17, 1945.
Regular Meeting of the Board of Commissioners September 17, 1945. Meeting was
called to order by Mayor Moore, the roll was called and Commission rs Moore, Breon,
Noyce, Price and Simpson and City Attorney Byers responded.
The minutes of the Regular Meeting of September 10, 1945 were read and approved
as read.

Application for taxicab drivers license for the balance of 1945 received as

Commissioner Price moved that application be rejected by the Board of Commis-
sioners. Motion adopted.
Application for taxicab drivers license for the balance of 1945 received as
follows:
Calvin P. Hathaway
Application was referred to the Chief of Police to complete balance of applica-
tion.
R. L. Kent and E. S. Hampton appeared before the Board of Commissioners and
presented a petition to rezone Lots 31 to 45 inclusive, Block 1, North Park Addition
to "D" Light Industrial; close alley between Whitredge Street and Barney Street;
vacate Whitredge Street; and vacate part of Lincoln Avenue west of Highway 81 By -Pass.
Commissioner Simpson moved that petition be referred to the City Planning Commis-
sion.
J. E. Renard appeared before the Board of Commissioners and presented a petition
to close Morrison Avenue from Montrose Avenue west to Missouri Pacific Railroad
right-of-way. Commissioner Price moved that petition be referred to the City
Planning Commission.
An ordinance was introduced for second reading entitled: "An ordinance creat-
ing and defining Lateral Sanitary Sewer District in the City of Salina, designated as
Lateral Sanitary Sewer District No. 206, so created, provided for the cost thereof
and for the levying of special assessments against the property in said district
for the payment of such construction and for the issuing of bonds therefor."
On motion of Commissioner Simpson the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Moore, Breon, Noyce, Prioe and Simpson (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5109.
An ordinance was introduced for second reading entitled: "An ordinance
granting permission to the Missouri Pacific Railroad Company to extend existing
spur tracks No.- 139-7 now serving Salina Concrete Products Company across Ash
Street and South of the center of Ash Street."
On motion of Commissioner Price the ordinance was read and adoptedby sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance
and it is numbered 5110.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the curbing and guttering of Seventh Street from the north line of Lincoln
Avenue to the south line of Decatur Street. Resolution was referred to the Board
of Commissioners.
A petition was presented asking for the installation of a street light at the
corner of Prescott Avenue and Montrose Avenue. Petition was referred to the
City Manager.
Application for taxicab license for the balance of,1945 received as follows:

Commissioner Price moved that application be approved and license granted.
Motion adopted.
Pursuant to notice published in the Salina Journal bid was received for
the paving of:
Sheridan Street from Republic to Nilson;
Clark Street from Walnut to Spruce;
Spruce Street from College Avenue to Missouri Pacific Railroad right-of-way;
Twelfth Street from Lincoln Avenue to Grand; and
for the curbing, guttering and paving of:
Spruce Street from Missouri Pacific Railroad Right-of-way to Clark Street,
Hancock Street from Venango Street to Illinois, as follows:
H. J. Taylor Construction Company, Salina, Kansas $26,666.05
City Engineers Estimate of Cost for the above named improvements was read.
Bid was tabulated by the City Engineer.
Commissioner Breon moved that contract be awarded to H. J. Taylor Construc-
tion Company as per bid submitted, and the Mayor be authorized to sign contract on
behalf of City of Salina for such improvements, in accordance witr such proposal
and the form of contract and specifications attached thereto, and referred to
therein. Motion adopted.
Pursuant to notice published in the Salina Journal bid was received for
the paving of:
Spruce Street from College Avenue to Phillips Street as follows:
H. J. Taylor Construction Company, Salina, Kansas $2479.10
City Engineers Estimate of Cost for the above named improvement was read.
Bid was tabulated by the City Engineer,
Commissioner Breon moved that contract be awarded to H. J. Taylor Con-
struction Company as per bid submitted, and the Mayor be authorised to sign contract
on behalf of the City of Salina for such improvement, in accordance with such
proposal and the form of contract and specifications attached thereto, and referred
to therein. , Motion adopted.
Mayor Moor® appointed J. Earl Wyatt, John Frederick and Nm. F. Grosser,
Jr., to act as appraisers in ascertaining the valuat ion of certain lots and
pieces of ground liable for the cost of paving the following streets:
Sheridan Street from Republic to Wilson;
Clark Street from Walnut Street to Spruce Street;
Spruce Street from College Avenue to Missouri Pacific Railroad right-of-way;
Spruce Street from Phillips Street to College Avenue;
Twelfth Street from Lincoln Avenue to Grand Avenue; and
for the curbing, guttering and paving of:
Spruce street from Missouri Pacific Railroad right -o£ -way to Clark Street, and
Hancock Street from Venango Street to Illinois Street.
Commissioner Price moved that appointments be confirmed by the Board of
Commissioners. Motion adopted.
An ordinance was introduced entitled; "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had;
Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-295.

A resolution was introduced entitled: "A Resolution relating to the
issuance of Temporary Note in the amount of $1280.95."
On motion of Commissioner Simpson t e resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayess
Moore, Breon, Noyce, Price and Simpson (5) Nayss (0) Mayor approved the reso-
lution and it is numbered 890.
The above resolution is recorded in full on Page 276,, Resolution Book
Number 3.

On motion of Commissioner Breon the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayess Moore, Breon, Noyce, Price and Simpson (5) Nayss (0) Mayor approved
the ordinance and it is numbered A-296.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and Commissioners Moore,
Breon, Noyce, Price and Simpson voted yes. (5) Nayss (0) Mayor approved the
ordinance and it is numbered A-296.
Report of Committee on Baseball. Committee did not feel that Commission-
ers should commit the City to anything definite as to moving present diamond, but
might go along on some alterations to present diamond. Someone should attend
meeting at Kansas City to get more definite information.
Commissioner Price moved that bid received from Johnson Bros. Construction
Company, August 27, 1945, for the erection of a Hangar at the Salina Municipal
Airport, be rejected and check returned. Motion adopted.
Dewey N. Turner appeared with filing of 1944 completed Audit and explana-
tion on same to the Board of Commissioners.
Commissioner Noyce instructed to get letter from Committee, showing City
as owner of Royal Typewriter KMM 3031441, in use at Memorial Hall. Motion
adopted.
On motion of Commissioner Breon the Board of Commissioners adjourned.
