COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
SEPTEMBER 10, 1945
Regular Meeting of the Board of Commissioners September 10, 1945. Meeting
was called to order by Acting Mayor Price, the roll Was called and Commissioners
Price, Breon, Noyce and Simpson and City Attorney Byers responded. Commissioner
Moore absent.
The minutes of the Regular Meeting of September 4, 1945 were read and
approved as read.
Mr. J. A. Harland appeared before the Board of Commissioners to ask that
his property be included if any of Block 2, Leavenworth Addition is re -zoned.
A communication was received from Chief of Police recommending the revocation
of Taxicab Drivers License No. 71 issued to Harold Pierce. Commissioner Noyce
moved that license be revoked. Motion carried.
Letter was presented from the City Planning Commission recommending the
rezoning of all of Block 5, Pacific Addition to "D" Light Industrial Zone.
Commissioner Breon moved that report be accepted by the Board of Commissioners and
that the City Clrk be instructed to publish notice in the official City paper that
a public hearing will be granted to any persons interested inlaid proposed changes,
at 8:00 P. M. on Monday, October 15th, 1945, in the Commissioners Meeting Room in
the City Hall, Salina, Kansas. Motion adopted.
Applications for taxicab drivers license for the year 1945 received as
follows:
Fred E. Jones
Lafayette A. Tilley
A. E. Cooper
Commissioner Breon moved that applications be approved and license granted.
Motion adopted.
A petition was presented asking for the installation of a street light in
the center of the 600 Block on East Ash Street. Petition was referred to the
City Manager.
Petitions were presented asking for the paving oft
NORTH STREET from Front to Arthur;
GRANT STREET from North to Lincoln;
ARTHUR STREET from North to Lincoln.
Petitions were referred to the City Manager,
City Engineer submitted plans and specifications and estimate of cost for

SHERIDAN STREET from Republio to Wilson;

CLARK STREET from Walnut to Spruce;
i
SPRI70B STREET from College Avenue to Missouri Pacific Railroad right-of-way;
TWELFTH STREET from Lincoln to Grand; and
for the curbing, guttering and paving of:
SPRUCE STREET from Missouri Pacific Railroad right-of-way to Clark Street, and

HANCOCK STREET from Venango to Illinois
On motion of Commissioner Simpson same were adopted and approved by the
Board of Commissioners and the City Clerk was instructed to advertise for bids
for the above named improvements; and also for Spruce Street Pavdng from College
Avenue to Phillips Street; bids to be received up to and including Monday, Septem-
ber 17th, 1945 at 7:30 P. M. Motion adopted.
Commissioner Simpson moved that the City Manager be instructed to attempt to
get Federal Aid for urban traffic -ways. Motion adopted.
City Engineer submitted plans and specifications and estimate of cost for
the construction of Lateral Sanitary Sewers numbered 204 and 206, End for Main Sewer
"S". On motion of Commissioner Breon same were approved by the Board of Commissioners.
Bids to be received at future date.

City Manager reported favorably on the petition asking for the curbing
and guttering of Seventh Street from Lincoln to Grand. On motion of Commission-
er Simpson the City Attorney was instructed to prepare a resolution for such
improvement. Motion adopted.
An ordinance was introduced for first reading entitleds "An ordinance
creating and defining certain Lateral Sanitary Sewer District in the City of
Salina, designated as Lateral Sanitary Sewer District No. 206, so created,
provided for the cost thereof and for the levying of special assessments against
the property in said district for the payment of such construction and for the is-
suing of bonds therefor." Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitleds "An ordinance
granting permission to the Missouri Pacific Railroad Company to extend existing
spur tracks No. 139-7 now serving Salina Concrete Products Company across Ash
Street and South of the center of Ash Street." Ordinance was referred to the
Board of Commissioners.
Petition was withdrawn asking for the curbing and guttering of Eleventh
Street from Pacific to Harsh, by telephone to Deputy City Clerk by Mr. Jones.
On motion of Commissioner Breon, City Manager was authorized to meet the
Payroll of September 15, 1945. Motion adopted.
On motion of Commissioner Breon the Board of Commissioners adjourned.
