COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
SEPTEMBER 4, 1945
Regular Meeting of the Board of Commissioners September 4, 1945. Meeting
was called to order by Acting Mayor Price, the roll was called and Commissioners
Breon, Noyce, Price and Simpson and City Attorney Byers responded. Commissioner
Moore absent.
The minutes of the Regular Meeting of August 27, 1945 were read and approved
as read.
A petition was presented asking for the rezoning of Lots 6, 8, 10, 12 and
14, Block 5, Pacific Addition. Commissioner,Noyce moved that petition be referred to
the City Planning Commission. Motion adopted.
Applications for taxicab drivers license for the year 1945 received as follows:
Vernon D. Hays
Paul E. Buchenau
Commissioner Noyce moved that applications be approved and license granted.
Motion adopted.
A communication was received from Chief of Oplice recommending the revocation
of Taxicab Drivers License Number 98 issued to Elmer Lewis Chase. Commissioner
Noyce moved that license be revoked. Motion adopted.
A resolution was introduced for second reading entitled: "A Resolution re-
lating to the grading and paving of Tenth Street from the north line of North Street
to the north line of Grand Avenue."
On motion of Commissioner Simpson the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Price,
Breon, Noyce and Simpson (4) Nays (0) Commissioner Moore absent. Acting Mayor
approved the resolution and it is numbered 888.
The above resolution is recorded in full on Page 275, Resolution Book
Number 3.
A resolution was introduced for second reading entitled. "A Resolution
relating to the curbing, guttering and grading of Tenth Street from the north line
of North Street tot he north line of Lincoln Avenue.
On motion of Commissioner Breon the resolution was adopted as read and on
its final adoption t e roll was called and the following vote was had; Ayes: Price,
Breon, Noyce and Simpson (4) Nays: (0) Commissioner Moore absent. Acting Mayor
approved the resolution and it is numbered 889.
The above resolution is recorded in full on Page 274, Resolution Book
Number 3.
An ordinance was introduced for second reading entitled: "An ordinance
amending Section 9 of Ordinance Number 4741 (14-1009, 1939, Revised Ordinances),
and repealing said original section."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Price, Breon, Noyce and Simpson (4) Nays: (U) Commissioner Moore absent.
Acting Mayor approved the ordinance and it is numbered 5108.
Commissioner Simpson moved that the City Attorney be instructed to prepare an
ordinance providing for the construction of a sanitary sewer in the alley east of
Fourth Street from Pacific Avenue to Euclid Avenue. Motion adopted.
Commissioner Noyce moved that the City Attorney be instructed to prepare a
resolution providing for the curbing and guttering of Eleventh Street from Pacific
to Harsh. Motion adopted.
Taxicab drivers rules and regulations for the DeLuxe Cab Company were r ead by
the City Manager.
City Engineer submitted his approval for the construction of Lateral
Sanitary Sewer Number 203, in the alley east of Eleventh Street from Grand to
Lincoln as follows;
To the Hon. Mayor and Board of
City Commissioners,
City of Salina, Kansas.
Gentlemen:
The excavating, laying of pipe, baokfilling
and grading of sanitary sewer Lateral No. 203 in the alley
east of Eleventh Street from Grand to Lincoln, constructed by the
H. J. Taylor Construction Company, Salina, Kansas, under a
contract dated August 6, 1945, and Ordinance No. 5106 has
been completed and a final inspection has been made by this
office.
I have found that the work has been performed
in compliance with the plans and specifications of said
contract.
Therefore, I recommend that the work be accepted.

Commissioner Simpson moved that work be accepted by the City of Salina.
Motion adopted.
Cityr$ngineer submitted Final Estimate of Cost for the construction of
Lateral Sanitary Sewer Number 203 in alley east of Eleventh Street from Grand to
Lincoln. On motion of Commissioner Simpson same was approved by the Board of
Commissioners. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Breon, Noyes and Simpson (4) Nays: (U) Commissioner Moore
absent, Acting Mayor approved the ordinance and it is numbered A-294.
Commissioner Breon moved that City Managers two weeks vacation bonus for
1944 be paid in cash; also for 1945 if he does not take his two weeks vacation.
Approved by the Board of Commissioners.
Commissioner Simpson moved that rezoning'publioation on Lots 3, 4, 5 and 6,
Block 2, Leavenworth Addition be rescinded. Motion carried.
A petition was presented not to rezone Lots 6 and 7, Block 2, Leavenworth
Addition. Ordered filed.
On motion of Commissioner Breon the Board of Commissioners adjourned.
