08-27-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. AUGUST 27, 1945 Regular Meeting of the Board of Commissioners August 27, 1945. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Noyce, Price and Simpson and City Attorney Byers responded. Commissioner Breon absent. The minutes of the Regular Meeting of August 20, 1945 and Special Meeting of August 20, 1945 were read and approved as read. I Applioation for taxicab drivers license for the year 1945 received as follows: Earle B. Crough Commissioner Simpson moved that application be approved and license granted. Motion adopted. Jake Smith and Bert Lamb appeared before the Board of Commissioners, regard- ing Baseball Diamond. Commissioners Noyce, Simpson and Price were appointed as a Committee to check costs, stow, with Jake Smith and Bert Lamb. Report from T. L. Bayne, Building Inspector, on houses for the 400 block on Baker Street was presented. Commissioner Simpson moved that report be not approved. Motion carried. Commissioner Noyce moved that the subject of houses for 400 block on Balser Street be recondidered, and Commissioners ohecX further on other houses in block with regard to location. Motion carried. Pursuant to notice published in the Salina Journal bids were received for the erection of a Hangar at the Salina Municipal Airport as follows: Robert Horsley, Salina, Kansas $7107.00 Johnson Bros. Construction Company, Salina, Kansas 6542.02 Busboom & Rauh, Salina, Kansas. 7089.10 A. A. Linn, Salina, Kansas. 7117.00 City Engineers estimate of cost in the amount of $6610.00 was read. Commissioner Price moved that bid received from Johnson Brothers Construction Company, being under the City Engineer's estimate, it be held for fuj*th er considera- tion and that the other bids and checks be returned to the unsuodessful bidders. Motion adopted. Pursuant to notice published in the Salina Journal bid for the demolition of Longfellow School Building at Seventh and Elm was received as follows: Robert Horsley, Salina, Kansas. $4127.00 City Engineers estimate of cost in the amount of $4046.94 was read. Commissioner Price moved that bid be rejected. Motion adopted. i The Missouri Pacific Railroad Company asked permission to construct a side-track or spur for the Salina Concrete Products Company Ash Street, Com- on missioner Simpson moved that the City Attorney, prepare an ordinance. Motion adopted. A petition was presented asking for the installation of a street light at the intersection of Frost Street and Sherman Street. Petition was referred tot he City Manager. Combination Gas Fitters and Plumbers Bond was presented from Vohn Ohlemier, was presented. Commissioner Price moved that Bond be approved by the Board of Commissioners. Motion ads pte3d. City Planning Commission reported unfavorably on the petition asking for I. the re -zoning of Lots 6 and 7, Block 2, Leavenworth Addition from "A" Residential to "C" Commercial. Ordered filed. Commissioner Simpson moved that the City Clerk be instructed to publish notice in the official City paper that a public hearing will be granted to any person inter- ested in said proposed changes in rezoning of Lots 3, 4, 5, 6, 7, Block 2, Leaven- worth Addition from "A" Residential to "C" Commercial, at 8:00 P.M. Monday, October i 8, 1945 in the Commissioners Meeting Room, City Hall, Salina, Kansas. Motion adopted. 3 A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading of Tenth Street from the north line of North otrest to the north line of Lincoln Avenue. Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitleds "A Resolution relating to the grading and paving of Tenth Stteet from the north line of North Street tot he north line of Grand Avenue. Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance amending Section 9 of Ordinance Number 4741 (14-1009, 1939, Revised Ordinances) and repealing said original section." Ordinance was referred to the Board of Commissiow rs. Mayor Moore appointed J. Earl Wyatt, John Frederick and Wm. F. �Irosser, Jr., to act as appraisers to ascertain the valuation of certain lots and pieces of ground liable for the cost of constructing Lateral Sanitary Sewer Number 203, located between Tenth and Eleventh Streets from Grand to Lincoln. On motion of Commissioner Simpson appointments were confirmed by the Board of Commissioners. Motion adopted. On motion of Commissioner Price the City Manager was authorized to meet the Payroll of September 1, 1945. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of Lateral Sanitary Sewer in Lateral Sanitary Sewer District No. 203 in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Simpson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Noyce, Price and Simpson (4) NaysL (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 5108. An ordinance was introduced for second reading entitled: "An ordinance providing for the paving of Clark Street from the south line of Walnut Street to the north line of Spruce Street for a width of 24' with 6" reinforced concrete; the paving of Sheridan Street from the north line of Republic Avenue to the south line of Wilson Street for a width of 28' with 6" reinforced concrete; for the curbing and guttering and paving of Hancock Street from the from the north line of Illinois Street to the north line of Venango Street for a width of 28' with 6" reinforced concrete; for the curbing, guttering and grading of Spruce Street from the west ]lime foo' Clark Street to the east line if Missouri Pacific right-of-way; for the paving of Spruce Street from the west line of Clark street to the east line of the Missouri Pacific right-of-way for a width of 23' with 6" reinforced concrete; for the paving of Spruce Street from the east line of the Missouri Pacific right-of-way from t he west line of College Avenue for a width of 271 with 6" reinforced concrete; and for the paving of Twelfth Street fromt he north line of North Street tothe south line of Lincoln Avenue Tor a width of 28' with 6" reinforce& concrete; and providing for the costs there(' and how the same shallbe assessed, and the manner of payment thereof," On motion of Commissioner Simpson the ordinance was redid and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Noyce, Price and Simpson (4) Nayss (0) Commissioner Breon absent.
