AUGUST 20, 1945
Regular Meeting of the Board of Commissioners August 20, 1945. Meeting
was called to order by Mayor Moore, the roll was called and Commissioners
Moore, Breon, Noyce, Price and Simpson and City Attorney Byers responded.
The minutes of the Regular Meetin of August 13, 1945 and Regular Meeting
of August 16, 1945 wereread and approved as read.

Application for taxicab drivers license for the year 1945 received as
Evelyn Porter
Commissioner Breon moved that application be approved and license granted
for day driving only. Motion adopted.

Commissioner Breon moved that application be approved and license granted.
Motion adopted.
G. L. Blackburn appeared before the Board of Commissioners regarding
set -back of his building on Lots 9, 11 and 13 Block 10 Pacific Addition (608
Broadway), as required by Ordinance Number 4763, Commissioner Price moved that a
ten -foot set -back be granted. Motion adopted.
Raymond Ginder appeared before the Board of Commissioners regarding
set-baok of his building on Lot 19, Block 63, Military Addition (1218 N. Ninth),
as required by Ordinance Number 4763. Commissioner Breon moved that a one -foot
set -back be granted. Motion adopted.

Commissioner Price moved that application be approved and license granted.
Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
making a levy of taxes for general revenue and other purposes by the City of
Salina, Kansas for the ,tear 1946."
On motion of Commissioher Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote
was had; Ayes: Moore, Breon, Noyce, Price and Simpson Nays: (0) Mayor
approved the ordinance and It numbered 5101.
An ordinance was introduced for second reading entitled: "An ordinance
levying special assessments against certain property to pay the cost of cutting
weeds on certain lots and parts of lots, and the parkways abutting thereon in
the City of Salina."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote
w:a had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0)
Mayor approved the ordinance and it is numbered 5102.
Commissioner Breon moved that Al Noyce be appointed the City's representa-
tive on the Salina Rehabilitation Council. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Noyce the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Nogroe, Price and Simpson (5) Nays: (0) Mayor
approved the ordinance and it is numbered A-291.
A resolution was introduced entitled: "A Resolution relating to the
issuance of Temporary Note in the amount of $483.26.
On motion of Commissioner Simpson the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes=
Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the
resolution and it is numbered 887.

ordinance and it is numbered A-292.
An ordinance was introduced entitled: "An ordinance making an appropriation

Mausoleum Deed for the sale of Crypt Number 364 to Mrs. R. W. Nesbitt, was
presented to the Board of Commissioners. Commissioner Simpson moved that Deed
be approved by the Board of Commissioners. Motion adopted.
A petition was presented asking for the extension of city water main in
front of Blocks 11 and 12 on Front Street, north, in the City of Salina, Kansas.
Petition was referred to the City Manager.
A petition was presented asking for the rezoning of Lots 6 and 79 Block 2,
Leavenworth Addition from "A" Residence District to "C" Commercial District.
Petition was referred to the City Planning Commission.
An ordinance was introduced for first reading entitleds "An ordinance
ratifying and confirming a contract with H. d. Taylor Construction Company for the
construction of a certain Lateral Sanitary Sewer in Lateral Sanitary Sewer District
Number 203 in the City of Salina, and providing for the issuance of temporary notes
to pay the cost thereof pending the issuance and sale of bonds." Ordinance was
referred tothe Board of Commissioners.
An ordinance was introduced for first reading entitleds "An ordinance
providing for the paving of Clark Street from the south line of Walnut Street to
the north line of Spruce street for a width of 24t with 6" reinforced concrete;
the paving of Sheridan Street from the north line of Republic Avenue to the south
line of Wilson Street for a width of 281 with 6" reinforced concrete; for the curb-
ing, guttering and paving of Hancock Street from the north line of Illinois
Street to the north line of VenangoSttreet for a width of 281 with 6" reinforced
concrete; for the curbing, guttering and grading of Spruce Street from the west
line of Clark Street to the east line of the Missouri Pacific right-of-way; for the
paving of Spruce Street from the west line of Clark Street tothe east line of
Missouri Pacific right-of-way for a width of 231 with 6" reinforced concrete ;
for the paving of Spruce Street fromthe east line of the Missouri Pacific right-of-
way to the west line of Avenue for a width of 271 with 6" reinforced ooncrete;
and for the paving of Twelfth Street from the north line of North Street to the
south line of Lincoln Avenue for a width of 281 with 6" reinforced concrete; and
providing for the oosts thereof and how the same shallbe assessed, and the manner of
payment thereof." Ordinance was referred to the Board of Commissioners.

amending Section 3 of Ordinance No. 5083 and repealing said original section,"
On motion of Commissioner Breon the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was bad; Ayes$
Moore, Breon, Noyce, Price and Simpson (5) Nayss (0) Mayor approved the ordinance
and it is numbered 5103.
An ordinance was introduced for second reading entitleds "An ordinance
amending Section 3 of Ordinance No. 5084 and repealing said original section."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breen, Noyce, Price and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered 5104.

Commissioner Noyoe moved that T. L. Bayne, Building Inspector, furnish
to the Board of Commissioners, by next•meeting, with full particulars on houses
wanting to be built at 400 Baker Street. Motion carried.
A letter was received from Bell Taxi informing the Board of Com dasion-
ers that John Bulleigh has been appointed manager to take the place of Melvin
Johnson. Letter ordered filed.
On motion. of Commissioner Breon the Board of Commissioners adjourned.
