COMMISSIONERS ROOM,
SALINA, KANSAS.
AUGUST 13, 1945
Regular Meeting of the Board of Commissioners August 13, 1945. Meeting
was called to order by Mayor Moore, the roll was called and Commissioners Moore,
Breon, Noyce and Price and City Attorney Byers responded. Commissioner Simpson
absent.
The minutes of the Regular Meeting of August 6, 1945 were read and approved
as read.
Trust Deed, with a deposit of =100.00 was presented from E. C. Wyatt, for
the perpetual care of Lot 48, Block 10, in the Gypsum Hill Cemetery of Salina,
Kansas.
Commissioner Noyce moved that Trust Deed be accepted by the City and that
the City Treasurer be instructed to place the deposit in the Gypsum Hill Cemetery
Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of
Salina. Motion adopted.
A communication was received from Chief of Police, recommending the
revocation of Taxicab Drivers License No. 59 issued to Robert Lee Swanson. Com-
missioner Breon moved that license be revoked. Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
levying special assessments against certain property to pay the cost of constructing
certain water service pipes in certain streets in the City of Salina, Kansas."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Noyce and Price (4) Nays: (0) Commissioner Simpson
absent. Mayor approved the ordinance and it is numbered 5100.
On motion of Commissioner Price the City Manager was authorized to meet
the Payroll of August 15, 1945. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
amending Section 3 of Ordinance No. 5083 and repealing said original section."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
amending Section 3 of Ordinance No. 5064 and repealing said original section."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
amending Section 3 of Ordinance No. 5085 and repealing said original section."
Ordinance was referred to the Board of Commissioners.
A oommunication was received from the City Planning Commission recommending
the re -zoning of Lots 6, 7, 8, 9, 10, 11, 3 , 4 and 5 in Casa Loma Manor Addition,
from "A" Residential to "C" Commercial.
Commissioner Breon moved that report be adopted by the Board of Commission-
ers, and that the City ." Clerk „ be instructed to publishnotice in the official
City paper, that a public hearing will be granted to any person interested in
said.proposed changes at 8:00 P. M. on Monday October 1, 1945 in the Commissioners
meeting room in the City Hall, Salina, Kansas. Motion adopted.
City Manager reported favorable on the petition asking for the curbing
and guttering of Tenth Street from Worth Street to Lincoln, and for the paving of
Tenth Street from North Street to north line of Grand Avenue. Report was adopted
by the Board of Commissioners and the City Attorney was instructed to draft a
resolution.
City Manager reported favorable on the following resolutions:
For the curbing and guttering of Spruce Street from the west line of Clark
Street to'the east line of Missouri Pacific Railroad right-of-way, and for the paving
of Spruce Street from the west line of College Avenue to the west line of Clark
Street;
For the curbing, guttering and pavin of Hancock Street from the north line
of Illinois Street to the ncr th line of venango Street;
For the paving of Sheridan Street from the north line of Republic Avenue to
the south line of Wilson Street:
For the paving of Clark Street from the south line of Walnut Street to the
north line of Spruce Street;
For the paving of Twelfth Street from the north line of North Street to the
south line of Lincoln Avenue.
Report was adopted by the Board of Commissionersland the City Attorney
was instructed to draft ordinance for the above named Umprovements.
City Clerk was instructed to publish notice in te official City paper
notifying property owners on Spruce Street from College Avenue to Missouri Pacific
tracks, and on Twelfth Street from North Street to Lincoln, to construct and lay
water, sewer and gas service pipes in advance of pavinglto be constructed on said
streets.

On motion of Commissioner Noyce the Board of Comjmissioners adjourned to meet
in regular session August 16, 1945 at 7:8O P. M.
