COMMISSIONERS ROOM,

AUGUST 6, 1945
Regular Meeting of the Board of Commissioners August 6, 1945. Meeting
was called to order by Mayor Moore, the roll was called and Commissioners Moore,
Breon, Noyce, Price and Simpson and City Attorney. Byers responded.
The minutes of the Regular Meeting of July 30, 1945 and Regular Meeting
of July 31, 1945 were read and approved as read.
A petition was presented asking for the re -zoning of Lots 6,7,8,9,10 and 11,
in Casa Loma Manor Addition, from Residential to "C" Commercial. Petition was re-
ferred to the City Planning Commission.
City Planning Commission again reported unfavorably on the petition asking
for the re -zoning of Lot 11, Block 13, Pacific Addition from Residential Zone to
Light Industrial Zone. Commissioner Simpson moved that report be accepted by
the Board of Commissioners. Motion adopted.
Commissioner Simpson moved that the City Manager be authorized to purchase
or condemn the property south of the Waterworks property on South Fifth Street.
Motion adopted.
Commissioner Simpson moved that the City Manager be authorized to purchase
one Model 4-100 Aerial Ladder Truck with 750 GPM Pump and 1,000 ft. Hose Body,
from the American-LaFrance-Foamite Corporation �' El�ira, Naw jtorl Motion adopted.

City Engineer submitted the following report for the construction of
Lateral Sanitary Sewer No. 192 in alley east of Eleventh Street from Harsh to
Inez:
Salina, Kansas.
August 2, 1945

City of Salina, Kansas,
Gentlemen:
The excavating, laying of pipe, backfilling
and grading of sanitary sewer lateral #192 in alley east of
Eleventh Street from Harsh to Inez, constructed by the
H. J. Taylor Construction Company, Salina, Kansas, as
authorized under contract dated October 16, 1944, and
Ordinance No. 5071 has been completed and a final inspection
has been made by this office.
I have found that the work has been performed
and completed in compliance with the plans and specifi-
cations of said contract.

On motion of Commissioner Noyce report was adopted and work accepted

The report and acceptance of the condemning of easement of the East 15
feet of Lot 5, Block 19, Pacific Addition, by the Board of Commissioners appoint-
ed by the Judge of the District Court was presented.
Commissioner Price moved that bid of H. J. Taylor Construction Company,
received May 8, 1945, for the construction of Lateral Sanitary Sewer Number 203
be accepted and contract awarded as per bid submitted. Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining certain Main Sewer District in the City of Salina, designated
as Main Sewer District "S"; providing for the cost thereof and for the levying of
special assessments against the property in such district for the payment of such
cost, and for the issuing of bonds therefor."

On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered 5096.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining certain Lateral Sanitary Sewer District in the City of Salina,
designating Lateral Sanitary Sewer District as No. 204, so created, providing for
the cost thereof and for the levying of special assessments against the property in
said district for the payment of such construction and for the issuing of bonds
therefor."
On motion of Commissioner Simpson the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered 5097.
An ordinance was introduced for second reading a titled: "An ordinance
creating and defining certain Lateral Sanitary Sewer Di trict in the City of Salina,
designated a s Lateral Sanitary Sewer District No. 205 s created, providing for the
cost thereof and for the levying of special assessment against the property in
said district for the payment of such construction and or the issuing of bonds
therefor."
On motion of Commissioner Noyce the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5098.
An ordinance was introduced entitled: "An ordinance making the appropriation
for the payment of certain claims with reference to condemnation of an easement over,
across, and in the East 15 feet of Lot 5, Block 19, Pacific Addition, in Salina,
Kansas."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called d the following vote was
had; Ayes: Moore, Breon, Noyce, Price and Simpson (5 Mayor approved the ordi-
nance and it is numbered 5099.
An ordinance was introduced for first reading entitled: "An ordinance
levying special assessment against certain property to ay the cost of constructing
certain water service pipes in certain streets in the C ty of Salina, Kansas."
Ordinance was referred to the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson the ordinance as read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved
the ordinance and it is numbered A-290.
On motion of Commissioner Breon the Board of Commissioners adjourned.
