05-21-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SAL INA, KANSAS MAY 21, 1945 Regular Meeting of the Board of Commis d oners May 21, 1945. Meeting was called to order by Mayor Moore, the roll was called and Commissioners Moore, Breon, Noyce, Price and Simpson and City Attorney Byers responded. Application for taxicab follows: 1945 were read and approved for the year Commissioner Simpson moved that application be approved and license,granted. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Price the ordinance was read aid adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: (0) Mayor approved the ordinance and it is numbered A-281. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Simpson the ordinance was read and adopted by ns and on its final adoption the roll was called and the follow'}}ng vote d; Ayes: Moore, Breon, Noyce, Price and Simpson (5) Nays: l0d Mayor ed the ordinance and it is numbered A-282. Commissioner Simpson moved that the Mayor be authorized to sign Airport Lease entered into between the City of Salina, Kansas, as Lessor, and Dawson Air Service as Lessee. Motion adopted. Commissioner Breon moved that Spruce Street College Avenue be paved. Motion adopted. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the paving of Spruce Street from the east line of College Avenueto the west line of Phillips Street in the City of Salina, Kansas." Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina in the sum of $7780.67 to pay the cost of improving certain streets in said City, to be designated as Series S-131." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $5714.98, to pay the cost of improving certain streets inlaid City to be designated as Series P-132." Ordinance was referred the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $10,010.01 to pay the cost of improving certain streets insaid City tobe designated as Series P-133." Ordinance was referred to the Board of Commissioners. City Manager reported favorable on the following sewer petitions: Sanitary Sewer in alley between Fourth and Fifth Streets, from Pacific north to Otis Street; and the extension of a sanitary sewer from Otis Street to Euclid I -venue, Fourth a nd Fifth Streets. A petition was presented to the Board of Commissioners for the placing of 1 and 3, Block 8, Leavenworth Addition in "C" Commercial District. Referred City Planning Commission. A City Engineer submitted plans and specifications and estimate of cost for the cost of curbing and guttering the following streets: Fest Place from Park Street to Elm Street; Kansas Avenue from Ash Street to Elm Street; Kansas Avenue from a point 500 feet north of Elm Street to Riverside Drive; Franklin Avenue from Sheridan to Custer; Franklin Avenue from Sheridan to Merrill;; Front Street from Ash Street to Elm Street; and Vinango Street from Sheridan to Merrill. On motion of Commissioner Noyce plans and specifications were approved by the Board of Commissioners and the City Clerk was inst uated to advertise for bids for such improvements, to be received up to and including Monday, May 28, 1945 at 7:30 P.
