04-16-1945 Minutes - OrganizatC)A-7 M 4 C j _k - COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALIVA, KANSAS, APRIL 16, 1945 Board of Commissioners convened -for the purpose of organizing. Chas. E. Banker, City Clerk presiding. B. A. Brecon, Al Noyce and H. C. Simpson, Jr., having filed the required bond, approved by the Judge of the District,Court,th6 oath"; of office was administered to each of them by the City Clerk. Commissioner Simpson nominated J. H. Moore, Jr., for the office of Chairman of the Board of Commissioners and Mayor of the City of Salina for the ensuing year, and moved that the City Clerk cast the unanimous vote of the Board of Commissioners for J. H. Moore, Jr., as Chairman of the Board of Commissioners and Mayor, and on a vote being taken, said motion was duly carried and J. H. Moore, Jr., was duly elect- ed as Chairman of the Board of Commissioners and Mayor for the ensuing year. Commissioner Breon nominated Lloyd W. Price, for the pffice of Vice -Chairman of the Board of Commissioners and to serve as Acting Mayor during the absence of the Mayor for the ensuing year, and moved that the City Clerk cast the unanimous vote of the Board of Commissioners for Lloyd W. Price as Vice -Chairman of the Board of Commissioners and acting Mayor during the absence of the Mayor for the ensuing year, and on a vote being taken, said motion was duly carried and Lloyd R. Price was duly elected as Vioe-Chairman of the Board of Commissioners and Acting Mayor for the ensuing year. The meeting was thencalled to order by Mayor Moore, the roll was called and Commissioners Moore, Breen, Noyce, Price and Simpson and City Attorney Byers re- sponded. Commissioner Price moved that E. J. Allison be re-employed as City Manager of Salina, Kansas. Appointment was confirmed by the Board of Commissioners. On motion of Commissioner Simpson, and by a unanimous vote of the Board of Commissioners there was extended to Mr. Ed Morgenstern the sincere appreciation of the Board for his fine leadership and his tireless devotion without fear or favor to the best interests of the City. Commissioner Price also made a fear fitting remarks. Mayor Morgenstern thanked the Board of Commissioners and City officials for their co-operation during his term of office. Mayor Moore was authorized to sign Agreement for the sale of the North 105 feet of Lot 3 on Fourth Street and the North 105 feet of Lot 5 on Fifth Street, all in Holland's Addition to Salina, Kansas. Motion adopted. On motion of Commissioner Noyce the Board of Commissioners adjourned. n
