APRIL 16, 1945
Regular Meeting of the Board of Commissioners April 16, 1945. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Breon, Moore, Price and Simpson and City Attorney Byers responded.
The minutes of the Regular Meeting of April 9, 1945 were read and approved
as read.
A communication was received from Edgar Heyl, Chief of Police, recommending
the revocation of taxicab drivers license for Vern K. Partoh, Commissioner Breon
moved that license be revoked. Motion adopted.
Applications for taxicab drivers license for the year 1945 received as
follows:
Izora Johnson
Alma Mae Ramsey
Commissioner Price moved that applications be approved and license granted,
for day driving only. Motion adopted.
A petition was presented asking for the ourbing, guttering and paving of
Spruce Street from the east side of Clark to the east line of Missouri Pacific
Railroad; and for the paving of Spruce Street from the east line of Missouri
Pacific Railroad to the west line of College Avenue. Petition was referred to the
City Engineer and City Manager.
City Manager reported favorable on the petition asking for the ourbing and
guttering of Charles Street from the west line of Twelfth Street to the east line
of Phillips Street. Report approved by the Board of Commissioners.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, guttering and grading Charles Street from the west line
of Twelfth Street to the east line of Phillips Street. Resolution was referred
to the Board of Commissioners.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted as read
and on its final adoption the roll was called and the following vote was had;
Ayes: Morgenstern, Breon, Moore, Price and Simpson (5) Nays: (0) Mayor ap-
proved the ordinance and it is numbered A-277.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Simpson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Breon, Moore, Price and Simpson (5) Nays: (0)
Mayor approved the ordinance and it is numbered A-278.
A resolution was introduced entitleds "A Resolution relating to the
issuance of Temporary Notes in the amount of =1499.40 and $1833.60."
On motion of Commissioner Breon the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayess
Morgenstern, Breon, Moore, Price and Simpson (5) Nays: (0) Mayor approved
the resolution and it is numbered 871.
The above resolution is recorded in full on Page 253 Resolution Book
Number 3.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Moore the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes:- Morgenstern, Breon, Moore, Price and Simpson (5) Nayss (0)
Mayor approved the ordinance and it is numbered A-279.
Mayor Morgenstern submitted the names of J. Earl Wyatt, John Frederick and
Wm. F. Grosser, Jr., to act as appraisers in ascertaining the valuation of certain
lots and pieces of ground liable for the cost of constructing Lateral Sanitary
Sewer No. 201, located in Front Street from North Street south. Appointments
confirmed by the Board of Commissioners.

An ordinance was introduced for second reading en itled: "An ordinance
relating to and levying special assessments on certain ots and pieces of ground
in the City of Salina, Kansas, to pay the cost of pavi �hland Circle from
the south line of Republic Avenue to the north line of eloit venue; Park Street
from the Missouri Pacific tracks to the east line of Ch cago Street; Park Street
from the Mirrouri Pacific Railroad tracks east approxim tely 46 feet to join existing
brick pavement; and Republic Avenue from the west line of Eleventh Street to the
west line of Sherman Street, and relating to and providing for the collection and
payment of such assessments."
On motion of Commissioner Moore the ordinance was read and adopted by sections
and on its final adoption the roll was called and the f llowing vote was had; Ayes:
Morgenstern, Breon, Moore, Price and Simpson (5) Nays (0) Mayor approved the
ordinance and it is numbered 5079.
An ordinance was introduced for second reading en itled: "An ordinance relat-
ing to and apporioning and levying special assessments n certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral
Sanitary sewers in Lateral Sanitary Sewer Districts num eyed 196, 197 and 199, and
relating to and providing for the collection and paymen of such assessments."
On motion of Commissioner Simpson the ordinance s read and adopted by sec-
tions and on its £inaledoption the roll was called and the followin vote was had;
Ayes: Morgenstern, Breon, Moore, Price and Simpson (5) Nayss (0� Mayor approved
the ordinance and it is numbered 5060.
City Engineer asked for an extension of time to file plans and specifications
for the construction of Lateral Sanitary Sewer Number 03. Further time was
granted.
On motion of Commissioner Breon the Board of Commissioners adjourned.
