04-09-1945 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 9, 1945 Regular Meeting of the Board of Commissioners April 9, 1945. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Moore, Price, Simpson and City Attorney Byers responded. Commis- sioner-Breon absent. The minutes of the Regular Meeting of April 2, 1945 and Canvassing Board Meeting of April 6, 1945 were read and approved as read. Application for building permit was presented from Kenneth Campbell, for the erection of a building on Lots 1 and 2, Bishop's Addition to Salina, Kansas, same to be used for a fruit and vegetable market. Commissioner Simpson moved that permit be granted. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance creating and defining certain lateral sanitary sewer district in the City of Salina designated as Lateral Sanitary Sewer District No. $0$ so created, providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuing of bonds therefor." On motion of Commissioner Price the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayess Morgenstern, Moore, Price and Simpson (4) Nayss (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 5078. City Engineer submitted Final Estimate of Cost for the construction of the following lateral sanitary sewers: Number 196, in the alley south of Claflin from Ninth to Eleventh, Number 197, in the alley south of Woodlawn from Ninth to Eleventh, and Number 199, in Hancock Street from Venango to Republic. Commissioner Simpson moved that estimates be approved by the Board of Commissioners. Motion adopted. City Engineersubmitted Final Aoceptance for the construction of Lateral Sanitary Sewers numbered 196 and 197 as follows: Salina, Kansas. April 3, 1945 To the Hon. Mayor and Board of Commissioners, City of Salina, Kansas. Gentlemen: The excavating, laying of pipe, backfilling and grading of sanitary sewer laterals Nos. 196 and 197 in the alley south of Claflin Avenue from Ninth to Eleventh, and the alley south of Woodlawn J'venue from Ninth to Eleventh, constructed by the H. J. Taylor Construction Company, Salina, Kansas, under contract dated October 16, 1944 and Ordinance No, 5066 has been completed and a final inspection has been made by this office. I have found that the work has been performed and completed in compliance with the plans and specifications of said contract. Therefore, I reocar, end that the work be accepted. Pursuant to notice published in the Salina Jou al bid was received for the construction of Lateral Sanitary Sewer Number 201, loca ed in Front Street from North Street south as follows: H. J. Taylor Construction Company, Salina, Kansas. City Engineer's estimate of cost for the above *med sewer was read. Bid was tabulated by the City Manager. Commissioner Simpson moved that contract for the construction of Lateral Sanitary Sewer Number 201 be awarded to H. J. Taylor Construction Company, provided the sewer is constructed within the City Engineers estimate. Motion adopted. A petition was presented asking for the extens on of sewer between Tenth and Eleventh from Harsh to Inez, across Inez Street, etition was referred to the City Manager. On motion of Commissioner Price the City Manager was authorized to meet I the Payroll of April 15, 1945. On motion of Commissioner Moore the Board of Commissioners adjourned. City Clerk
