02-05-1945 Minutes1 1 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMIS S IONERS ROOM, SALINA, KANSAS. FEBRUARY 5, 1945 Regular Meeting of the Board of Commissibners February 5,11945. Meeting was called to order by Mayor Morgenstern, the roll worn called and Commissioners Morgen- stern, Moore, Breon, Price and Simpson and City Attorney Byers responded. The minutes of the Regular Meeting of January 29, 1945 were read and approved as read. Commissioner Moore moved that action for the hearieg of Elsie Hoffman, d/b/a "Elsie's Cafe" at 535 North Santa Fe -i'venue, for violating rules and regulations set out in Ordinance Number 4961 of the City of Salina, Kansas, be deferred until February 12th, 1945. Motion adopted. Commissioner Simpson moved that taxicab drivers application of Vern K. Partch, which was rejected by the Board of Commissioners January 29th, 1945, be approved and license granted. Motion adopted. The Industrial Committee of the Chamber of Commerce appeared before the Board of Commissioners and asked the City to submit to the voters of the City of Salina, Kansas, at the City Election of April 3rd, 1945, the proposition for a tax levy of one-half mill for Industrial Development, Commissioner Moore moved that request be granted. lotion adopted. On motion of Commissioner Moore, duly seconded by unanimous vote of the Board of Commissioners', -a resolution was adopted to submit the following proposition to the electors of the City of Salina at the City election to be held April 3rd, 1945: "That there be levied annually, but not to exceed two years, upon all the property within the City of Salina, a tax not exceeding 'one-half of one mill for the purpose of creating a fund to be used in securing manufacturing in- stitutions for the City of 'Salina as provided by Section 13-1441 of the 1943 suPp. to the General Statutes of Kansas for 1935, and the Mayor was duly authorized to make an election proclamation to that effect as provided by law." An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Breon the ordinance was readedn adopted by sections and on its finalsdoption the roll was called and the followin vote was had; Ayes: Morgenstern, Breon, Moore, Price and Simpson (5) Nays Mayor approved the ordinance and it is numbered A-268. On motion of Commissioner Breon the Board of Commissioners adjourned. City Clerk
