COMMISSIONERS PROCEEDINGS, REGULAR MEETING

JANUARY 8, 1945
Regular Meeting of the Board of Commissioners January 8, 1945. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Moore, Price and Simpson and City Attorney Byers responded. Commis-
sioner Breon absent.
The minutes of the Regular Meeting of January 2, 1945 were read and
approved as read.
An ordinance was introduced for second reading entitled: "An ordinance
relating to drivers license and application therefor and repealing Section 13,
Ordinance No, 4952."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Moore, Price and Simpson (4) Nays: (0) Commissioner
Breon absent. Mayor approved the ordinance and it is numbered 5074.

On motion of Commissioner Price applications were rejected by the Board of
Commissioners. Motion adopted.
Pursuant to notice published in the Salina Journal bids were received for
the construction of Lateral sanitary Sewer Number 199, in Hancock Street from
Venango Street to Republio Avenue as follows:

The Diamond Engineering Company, Grand Island, Nebraska.
City Engineer's estimate of cost for the above named improvements was
Bids were tabulated by the City Engineer.
Commissioner Moore moved that contract be awarded to H. J. Taylor Con-
struction Company as per bid submitted and that the Mayor be authorized to sign
contract on behalf of the City of Salina for such improvements, in accordance
with such proposal and the form of contract and specifications attached thereto,
and referred to trerein, and that certified check be returned by the City Clerk
to the unsuccessful bidder. Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with H. J. Taylor Construction Company, for
the construction of a certain lateral sanitary sewer in Lateral Sanitary Sewer
District No. 199, in the City of Salina, and providing for the issuance of tem-
porary notes to pay the cost thereof, pending the issuance and sale of bonds."
Ordinance was referred to the Board of Commissioners.

Commissioner Price moved that all of the above named applications,
with the exception of Robert Lee Swanson be approved and license granted. Motion
adopted.
Commissioner Moore moved that application received from Robert Lee
Swanson be rejected. Motion adopted.

Commissioner Price moved that applications be approved and license
granted for day driving only. Motion adopted.

City Engineer submitted plans and specifications and estimate of cost for the
paving of Park Street from the Missouri Pacific Railroad east to existing brick
pavement. On motion of Commissioner Simpson same were approved by the Board of
Commissioners and the City Clerk was instructed to advertise for bids for such
improvements to be received up to and including January 16th, 1945 at 7:30 P. M.
Motion adopted.
City Manager was authorized to meet the Pay Roll of January 15, 1945.
Commissioner Moore moved that the City authorize the purchase of 200 parking
meters on a lease basis. Motion adopted.
On motion of Commissioner Simpson the Board of Commissioners adjourned to meet
in regular session Tuesday, January 16th, 1945 at 7:30 P. M.
