COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
DECEMBER 11, 1944
Regular Meeting of the Board of Commissioners December 11, 1944. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Elliott, Moore and Price and City Attorney Byers responded. Commis-
sioner Breon absent.
The minutes of the Regular Meeting of December 4, 1944 were read and approved
as read.
Application for taxicab drivers license for the balance of 1944 received as
follows:

Commissioner Moore moved that application be approved and license granted.
Motion adopted.
Mausoleum Deed, for the sale of Crypts numbered 174 and 175 to Mrs. Rachel V.
Sutton, was presented to the Board of Commissioners. On motion of Commissioner
Elliott the Mayor was authorized to sign deed on behalf of the City of Salina. Motion
adopted.
A petition was presented asking for the location of a street light at the
intersection of Morrison Avenue and College Avenue. Petition was referred to the
City Manager.

The appraisers reports for the construction of the following lateral sanitary
Number 192 in the alley east of Eleventh from Harsh to Inez;
Number 196
in the alley south of Claflin from Eleventh to Ninth Street;
Num'ier 197 in the alley south of Woodlawn from Eleventh to Ninth Street; and
for the paving of:
Park Street from Missouri Pacific Railroad to Chicago Street' were received,
and on motion of Commissioner Elliott, Monday, December.18th, 1944 at 7:30 P. M. was
designated as a Special Meeting, at which time the reports will be taken up and acted
on by the Board of Commissioners, and that the City Clerk publish notice in the official
City paper as provided by law.
Application for Special Building Permit, for the erection of a warehouse on
Lots 3 and 4, Block 4, Evergreen Park Addition, was received from the Memorial Art
Company, Commissioner Price moved that permit be granted. Motion adopted.
An ordinance was introduced for second reading entitled: "An ordinance
creating and defining a certain Lateral Sanitary Sewer District in the City of
Salina designated as Lateral Sanitary Sewer District Number 199 so created, providing
for the cost thereof and for the levying of special assessments against the
property inlaid district for the payment of such construction and for the issuing of
bonds therefor."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Elliott, Moore and Price (4) Nays: (0) Commissioner Breon absent.
Mayor approved the resolution and it is numbered 5072.
City Manager was authorized to meet the Payroll of december 15th, 1944.
Mr. Wendell Elliott submitted his resignation as City Commissioner of Galina,
Kansas, to take effect immediately. Commissioner Price moved that resignation be
accepted by the Board of Commissioners, and a vote of thanks was extended to Mr.
Elliott for his services as City Commissioner.
Commissioner Moore placed in nomination the name of H. C. Simpson, Jr., as a
member of the Board of Commissioners of the City of Salina, Kansas, to fill vacancy
created by the resignation of Commissioner Elliott, to serve as Commissioner for the
unexpired term of Wendell Elliott.
On roll call, H. C. Simpson Jr., was unanimously elected by the affirmative
vote of Commissioners Morgenstern, Moore and Price, to fill the unexpired term of
tendell Elliott, his term of office to commence upon his taking the oath of office and
upon the filing and approval of his official bond.
On motion of Commissioner Moore the Board of Commissioners adjourned.
