10-23-1944 Minutes172 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONRS ROOM, SALINA, KANSAS OCTOBER 23, 1944 Regular Meeting of the Board of Commissioners October 23, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen- stern, Breon, Elliott, Moore and Otty-Attorney Byers responded. C 6mmissioner Price absent. The minutes of the Regular Meeting d October 16, 1944 were read and approved as read. Application for taxicab drivers license for the year 1944 received as followas Vern Partch Commissioner Moore moved that application be approved and license granted. Motion adopted. Commissioner Moore moved that no more taxicab drivers license be issued until January 1, 1945. Motion adopted. Commissioner Elliott moved that taxicab fare increase be denied, and no action taken until January 1, 1945 when it could be opened for reconsideration, and on final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott and Moore (4) Nays: (0) Commissioner Price absent. Gas Fitters Boal for Harold W. Flanders, d/b/a Flanders Heating and Sheet Metal Company, was presented tot he Board of Commissioners, and on motion of Commissioner Breon was approved by the Board of Commissioners. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company for the con- struction of odrtain paving and grading improvements on certain streets in the City of Salina and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott and Moore (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5069. Mayor Morgenstern appointed J. Earl Myatt, Wm. F. Grosser Jr., and John Freder- ick, to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of paving: Park Street from the Missouri Pacific Railroad to Chicago Street; and for the construction of : Lateral Sanitary Sewers numbered 192, 196 and 197• On motion of Commissioner Elliott the appointments were oonfirmed by the Board of Commissioners. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance ratify- ing and confirming a contract with the H. J. Taylor Construction Company for the con++t struction of certain lateral sanitary sewers in Lateral Sanitary Sewer Districts numbered 192, 196 and 197 in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds."
