COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISS IONERS ROOM,
SALINA, KANSAS.
OCTOBER 9, 1944
Regular Meeting of the Board of Commissioners October 9, 1944. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen-
stern, Breon, Elliott and Price and City Attorney Byers responded. Commissioner
Moore absent.
The minutes of the Regular Meeting of October 2, 1944 were ead and approved
as read.
A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing and guttering of Venango Street from Sheridan Street to
Merrill Street."
On motion of Commissioner Breon the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Morgen-
stern, Breon, Elliott and Price (4) Nays: (0) Commissioner Ro6re absent. Mayor
approved the resolution and it is numbered 859.
The above resolution is recorded in full on Page 241, Resolution Book
Number 3.
An ordinance was introduced for second reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments oneertain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of curbing and guttering
Claflin Avenue from the west line of Ninth Street, west approximately 1016 feet
to the west line of Lot 13, Block 1, Evergreen Park Addition; Merrill Street
from the south line of Wilson Street to the north line of Republic venue; Pershing
Street from the south line of Jewell Avenue to the north line of Kirwin Avenue;
North side of Republio Avenue from the west line of Sheridan Street to the east
ine of Hancock treet; 6pruce Street from the east line of College Avenue to the
west line of Phillips Street; and Spruce Street from the west line of College Avenue
to the east line of Missouri Pacific Railroad right-of-way; and relating to and
providing for the collection and payment of such assessments."
On motion of Commissioner Breon the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Morgenstern, Breon, Elliott and Price (4) Nays: (0) Commissioner Moore
absent. Mayor approved the ordinance and it is numbered 5067.
No bids were received for the paving of Park Street from the Missouri Pacific
Railroad right-of-way to Chicago Street; and for the paving of the alleyr lying
between Santa Fe Avenue and Seventh Street from Ash Street to Elm Street, as advertised
for in the Salina Journal.
City Clerk was instructed to readvertise for bids for the paving of Park
Street from the Missouri Pacific Railroad right-of-way to Chicago Street; bids to be
received up to and including Monday, October 16th, 1944 at 7:30 P. M.
City Engineer submitted plans and speicifications and estimate of cost for
the construction of Lateral Sanitary Sewers No. 196 and 197, and on motion of
Commissioner Elliott same were approved by the Board of Commissioners.
City Clerk was instructed to advertise for bids for the construction of
Lateral Sanitary Sewers numbered 192, 196 and 197; bids to be received up to and
Including Monday, October 16th, 1944 at 7:30 P. M.
On motion of Commissioner Breon the City Manager was authorized to meet the
Payroll of October 15th, 1944. Motion adopted.
A resolution was introduced for first reading entitled: "A Resolution relat-
ing to the curbing and guttering of Seventh Street from the north line of Grand
Avenue to the south line of Woodland Avenue. Resolution was referred to the Board
of Commissioners.
Mayor Morgenstern appointed J. Earl Wyatt, John Frederick and Wm. F. Grosser,
Jr., to act as appraisers in ascertaining the valuation of certain lots and pieces
of ground liable to special assessment for the cost of paving:
Highland Circle from Republic Avenue to Beloit Avenue; and
Republic Avenue from Eleventh Street to Sherman Street..
On motion of Commissioner Elliott appointments were confirmed by the Board
of Commissioners. Motion adopted.

An ordinance was introduced for first reading entitled: "An ordinance
providing for the amendment of Ordinance No. 3188, and adding certain areas
to "C" Commercial district, as defined in Section 5, of said ordinance and excluding
certain areas from the "A" Residential district to the "C" Commercial district, as
defined in Section 3, of said ordinance." Ordinance was referred to the Board
of Commissioners.
On motion of Commissioner Elliott the Board of Commissioners adjourned.
