10-02-1944 Minutes1 1 6Ta COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 2, 1944 Regular meeting of the Board of Commissioners October 2, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Breon, Elliott, Moore and Price and City Attorney Byers responded. The minutes of the Regular Meeting of September 25, 1944 were read and approved as read. f Applications for taxicab drivers license for the year 1944 received as i follows: LeRoy Driscoll Leon P. Olsen i Commissioner Breon moved that applications be approved and license granted. Motion adopted. A communication was received from Emery F. Klein, Manager of Bell Taxi, and W. I. Boyd, Manager of DeLuxe Cab Company, asking for increase in taxicab fare. The matter was referred to the City Manager for investigation and report to the Board of Commissioners. Application for taxicab license for the year 1944 received as follows: i Name of Owner Name of Operator Cab Number Paul Tyler Bell Taxi 24 Commissioner Price moved that application be approved by the Board of Commis- sioners and license granted. Motion adopted. Mayor Morgenstern had to leave before the meeting was over and turned the meeting over to Acting Mayor Price. Pursuant to notice published in the Salina Journal, bid was received from H. J. Taylor Construction Company, Salina, Kansas, for the paving of: Republic Avenue from Eleventh Street to Sherman Street, Highland Circle from Republic Avenue to Beloit avenue. City Engineers Estimate of Cost for the above named work was read. Bid was tabulated by the City Engineer. Commissioner Elliott moved that contract be awarded to H. J. Taylor Construc- tion Company as per bid submitted and that the Acting Mayor be authorized to sign contract on behalf of the City of Salina for such improvements, in accordance with such proposal and the form of contract and specifications attached thereto, and referred to therein. Motion adopted. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and grading of Venan o Street from the west line of Sheridan Street to the east line of Merrill Street. Resolution was referred to the Board of Commissioners. i ! ! An-ordindnoo was introduced for second reading entitled: "An ordinance creating and defining certain Lateral Sanitary Sewer Districts in the City of Salina designated as Lateral Sanitary Sewer Districts No. 196 and 197 so created, and providing for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuing of bonds therefor." On motion of Commissionrs breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was hadj Ayes: Price, Breon, Elliott and Moore (4) Nays: (0) Commissioners Morgenstern absent. Acting Mayor approved the ordinance and it is numbered 5066. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Elliott the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayess Price, Bren, Elliott and Moore (4) Nays: (0) Commissioner Morgenstern absent. Acting Mayor approved the ordinance and it is numbered A-253. X66 City Engineer submitted plans and specifications and estimate of cost for the paving of: Park Street from the Missouri Pacific Railroad to Chicago Street; and Alley lying between Santa Fe Avenue and Seventh Street from Ash Street to Elm Street. On motion of Commissioner Elliott the same were approved by the Board of Com- missioners and the City Clerk was instructed to advertise for bids for such improve- ments to be received up to and including Monday, October 9th, 1944 at 7:30 P. M. Motion adopted. of: City Engineer submitted Final Estimfte of Cost for the curbing and guttering Claflin Avenue from Ninth Street approximately west 1016 feet; Merrill Street from Wilson Street to Republic Avenue; Pershing• Street from Jewell Avenue to Kirwin Avenue; Republic Avenue (North Side) from Sheridan Street to Hancock Street; Spruce Street from Phillips Street to College Avenue; Spruce Street from College Avenue to Mirrousi Pacific Railroad right-of-way. Commissioner Breon moved that Final Estimate of Cost for the above named improvements be approved by the Board of Commissioners. Motion adopted. City Engineer submitted his approval for the curbing and guttering of: Claflin Avenue from Ninth Street approximately west 1C16 feet; Merrill Street from Wilson Street to Republic Avenue; Pershing Street from Jewell Avenue to Kirwin Avenue; Republic Avenue (North side) from Sheridan Street to Hancock Street; Spruce Street from Phillips Street to College Avenue; Spruce Street from College Avenue to Missouri Pacific Railroad right -of -gray, as follows: Salina, Kansas. September 28, 1944 "To the Hon. Mayor and Board of City Commissioners, City of Salina, Kansas. Gentlemen: The excavating, grading, curbing and guttering constructed by the H.J.Taylor Construction Company, Salina, Kansas, under contract dated June 5, 1944, Jgob No. 203, has been completed and a final inspection has been made by this office. I have found that all work has been performed and completed in compliance with the plans and specifications of said contract. Therefore, I recommend that the work be addepted. " Commissioner Breon moved that report be approved by the Board of Commission- ers and that work be accepted by the Board of Commissioners. Motion adopted. Ib n 16 An ordinance was introduced for first reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina. Kansas, to pay the cost of curbing and guttering Claflin Avenue from the west line of Ninth Street, west approximately 1016 feet tothe west line of Lot 13, Block 1, Evergreen Park Addition; Merrill Street from the south line of Wilson Street to the north line of Republic Avenue; Pershing treat from the south line of Jewell Avenue to The north line of Kirwin Avenue; north side of Republic Avenue from the west line of Sheridan Street to the east line of Hancock Street; Sprrucce.� Street from the east line of College Avenue to the west line of Phillips t� reet; awl j S ruce Street from the west line of College Avenue to the east line of Missouri Paeif- to roa right-of-way; and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. j No one appeared to protest against the rezonint of Lots 9, 11, 13, 15, 17 and j 19, in Block 5, Pacific Addition, from "A" Residential to "C" Commercial.
