09-05-1944 Minutes1 1 1 1 1 59 COMMISSIONERS PROCEEDINGS, ADJOURNED MEETING COMMISSIONERS ROOM, SALINA, KANSAS. SEPTEMBER 5, 1944 Adjourned Meeting of the Board of Commissioners September 5, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Breon. Elliott, Moore and Price and City Attorney Byers responded. The minutes of the Regular Meeting of August 28, 1944 werexead and approved as read. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayess Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordi- nance and it is numbered A-250. An ordinance was introduced for second reading entitled: "An ordinance confirming a contract with the H. J. Taylor Construction Company for the construction of curbing, guttering and grading improvements on certain streets in the City of Salina and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Elliott the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayess Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 5062. An ordinance was introduced for second reading entitled: "An ordinance providing for the paving of Highland Circle from the north line of Beloit Avenue to the south line of Republic Avenue; and the paving of Republic Avenue from the west line of Sherman Avenue to the west line of Eleventh Street; and providing for the cost thereof and how the same shall be assessed and the manner of payment thereof." ! On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (OJ Mayor approved the ordinance and it is numbered 5063. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the amendment of Ordinance No. 3188, and by adding certain areas to "C" Commercial district, and to Light Industrial District as defined in sections 5 and 6, respectively, of said ordinance and excluding certain areas from the "A" Resi- dential district to the "C" Commercial district, respectively, as defined in Sections 3 and 5, respectively, of said ordinance." On motion of Commissioner Breon the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes; Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approver} the ordinance and it is numbered 5064. A resolution was introduced for second reading entitled: "A Resolution relating to the paving of Clark Street from the south line of Walnut Street to the north line of Spruce Street. On motion of Commissioner Moore the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 856. The above resolution is recorded in full on Page 238, Resolution Book Number 3. A resolution was introduced for second reading entitled: A Resolution relating to the curbing, guttering and grading of Franklin Street from the east line of Sheridan Street tothe west line of Custer Street. On motion of Commissioner Breon the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern , Breon, Elliott, Moore and Price (5) Nays: (01 Mayor approved the resolution and it is numbered 857. The above resolution is recorded in full on Page 239, Resolution Book Number 3. A letter was received from Edgar W. Heyl, Chief of Police, recommending the revocation of Taxicab Drivers License No. 114 issued to Sylvia Pearl Thrapp and Taxicab Drivers License No. 115 issued to Dolores Lorraine Cowan. Commissioner Elliott moved that license be revoked. Motion adopted. 60 An ordinance was introduced for first reading entitled: "An ordinance providing for the repaving of alley from Ash Street to Elm Street between Santa Fe Avenue and Seventh Street; and for the paving of Park Street from the Missouri Pacific Railroad tracks tothe east line of Chicago street. -Ordinance was referred to the Board of Commissioners. Dewey N. Turner submitted his bid for the audit of the books and records of the City of Salina, Kansas for the year 1944. Commissioner Breon moved that bid be accepted by the Board of Commissioners. Motion adopted. On motion of Commissioner Elliott the Board of Commissioners adjourned.
