COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
AUGUST 21, 1944
Regular Meeting of the Board of Commissioners August 21, 1944. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen-
stern, Breon, Elliott, Moore and Price and City Attorney Byers responded.
The minutes of the Regular Meeting of August 14, 1944 were read and approved as
read.
Mr. Ralph Ricklefs of the Kansas Landscape and Nursery Company asked permission
to build an addition to his greenhouse located at 1416 East Iron Avenue. Commissioner
Price moved that permission be granted by the Board of Commissioners. Motion adopted.
Applications for taxicab drivers license for the year 1944 received as follows:

Commissioner Moore moved that application be approved and license granted. Motion
adopted.

Commissioner Price moved that application be approved and license granted. Motion
adopted.
A petition was presented asking for the curbing and guttering of Franklin Street
from Custer to Sheridan. Petition was referred to the City Manager.
A petition was presented asking for the paving of Chicago Street from the south
( line of Ash Street to the north line of Park Street. Petition was referred to the
City Manager.
Trust Deed, with a deposit of $75.00 was received from Mrs. M. E. Peck, Sr., for
the perpetual care of the North 1/2 of Lot 10, Block 12, (A. J. Stewart lot) in the
Gypsum Hill Cemetery, Salina, Kansas.
Commissioner Price moved that Trust Deed be accepted by the Board of Commissioners
and that the City Treasurer be instructed to place the deposit in the Gypsum Hill Ceme-
tery Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of
Salina, Kansas. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Breon the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordi-
nanceond it is numbered A-247.
An ordinance was introduced entitled: "An ordinance making appropriation for the
payment of certain claim."

On motion of Commissioner Breon the ordinance vas read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes
Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordi-
nance and it is numbered A-248.
A resolution was introduced entitled: "A Resolution relating to issuance of
i Temporary Note in the amount of $2882.35 (Ash Street Paving Kepair Job.)"
Commissioner Elliott moved that resolution be adopted as read and on its final
adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon,
Elliott, Moore and Price (5) Nays: (0) Mayor approved the resolution and it is
numbered 855.
The above resolution is recorded in full on Page 237, Resolution Book Number 3.

An ordinance was introduced entitled: "An ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-249.
An ordinance was introduced for second reading entitled: "An ordinance making
a levy of taxes for general revenue and other purposes by the City of Salina, Kansas,
for the year 1945."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5060.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of cutting weeds on
certain lots and parts of lots and the parkways abutting thereon in the City of
Salina."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5061.
A letter was received from the Franklin Life Insurance Company. Referred to
the City Manager.
A letter was received from the City Planning Commission recommending the
rezoning of Lots 9, 11, 13, 15, 17 and 19, in Block 5, Pacific Addition from "A"
Residential to "C" Com -re rcial. Commissioners Elliott moved that report be approved
by the Board of Commissioners, and the City Clerk instructed to publish a notice
in the official City paper as provided by law, that a public hearing will be granted
to any person interested in said proposed changes and amendments, at 8:00 P. M. on
Monday, October 2nd, 1944 at Commissioners Meeting Room in the City Hall, Salina,
Kansas, at which time written protests as provided by law will be considered by the
Board of Commissioners. Motion adopted.
A letter was received from the City Planning Commission not recommending the
rezoning of Rube Nelson's lots on North Ninth Street. Commissioner Moore moved
that report be approved by the Board of Commissioners. Motion adopted.
A letter was received from the H. J. Taylor Construction Company requesting
extension of time on curb and gutter contract covering Republic, Merrill, Pershing,
Claflin and Spruce Streets, from August 1st to September 1st, 1944. Commissioner
Elliott moved that request be granted by the Board of Commissioners. Motion adopted.
No protests were received for the rezoning of Lots 62, 64 and 66 on Ninth
Street, Grounds of Kansas 'hesleyran University and Lots 1 to 5 inclusive, Block 1,
Pleasant View Addition, from "A" Residential to "C" Commercial.
On motion of Commissioner Breon the Board of Commissioners adjourned.
