07-24-1944 MinutesV28 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. JULY 24, 1944 Regular meeting of the Board of Commissioners July 24, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Mor- genstern, Breon, Elliott and Price and City Attorney Byers responded. Commissioner Moore absent. The minutes of the Regular Meeting of July 17, 1944 wereread and approved as read. Applications for taxicab drivers license for the year 1944 received as follows: Virginia Snedker Commissioner Elliott moved that application be approved and license granted for day driving only. Motion adopted. Jos. W. Grieshammer Commissioner Elliott moved that application be approved and license granted. Motion adopted. Applications for Cereal Malt Beverage License for the year 1944 received as follows: GENERAL RETAILER CLASS "A"—INDIVIDUAL -------------------- Application Number Name of Applicant Name and Location of Place of Business 57 Argie VanMeer Van's 100 South Olive Commissioner Price moved that application be approved and license granted. Santa Fe Commissioner Price moved that application be approved and license granted subject to the approval of Everett Wooster, Sanitary Inspector. Motion adopted. City Engineer submitted plans and specifications and estimate of cost for the construction of lateral sanitary sewer Number 192, located in alley east of Eleventh Street from Harsh to Inez. On motion of Commissioner Breen the same were adopted by the Board of Commissioners and the City Clerk was instructed to advertise for bids for the construction of Lateral Sanitary Sewer No. 192, bids to be received up to and in- cluding Monday, July 31, 1944 at 7:30 P. M. Motion adopted. City Engineer submitted Final Estimate of Cost for the repaving of Ash Street from Columbia Avenue to Kansas Avenue, and on motion of Commissioner Elliott same were approved by the Board of Commissioners. Motion adopted. City Engineer submitted his approval for the repaving of Ash Street from Columbia Avenue to Kansas Avenue as follows: Salina, Kansas July 12, 1944 To the Hon. Mayor and Board of City Commissioners, City of Salina, Kansas. Gentlemen: The Ash Street Paving Repair Job No. 202, between Columbia and Kansas Avenues, constructed by the H.J.Taylor Construction Company, Salina, Kansas, under contract dated June 26, 1944, has been completed and a final inspection has been made by this office. I have found that all work has been performed and completed in compliance with the plans and specifications of f said contract. 129 Therefore, I recommend that the work be accepted. I Respectfully yours, A petition was presented from C. L. Harper asking for the rezoning of Lot 69, (518 East Walnut Street) from "B" Residential to "C" Commeroial. Petition was referred tothe City Planning Board. A report was received from the City Planning Commission recommending that Lots 14 and 16, in Block 2, Crowthers Addition to the City of Salina, Kansas, be not rezoned to "Light Industrial." Action on same was deferred by the Board of Commissioners. A communication was received from the American Fidelity and Casualty Company, Inc., notifying the City of the cancellation of Policy PT -39780, issued to Gordon Angwin and Enoch Harris, d/b/a The Salina Transit Company, Salina, Kansas. Cancellation to take effect as of 12:01 A.M. August 6, 1944. The matter was referred to the Vity Manager. City Manager reported that the remonstrance against the ourbing, guttering and grading of Eleventh Street from the south line of Grand Avenue to the north line of Lincoln Street was sufficient. Report adopted by the Board of Commissioners. City Manager recommended the construction for the paving of Park Street from the Missouri Pacific Railroad tracks to Chicago Street. Report adopted by the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relating tothe paving of Park Street from the Missouri Pacific Railroad Tracks to the east line of Chicago Street. Referred to the Board of Commissioners. City Manager recommended the construction for the ourbing and guttering of West Place from the south line of Elm Street to the north line of Park Street. Report adopted by the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and grading of West Place from the south line of Elm Street tothe north line of Park Street." Referred to the Board of Commissioners. City Manager recommended the construction for the paving of the alley lying between Santa Fe 4enue and Seventh Street from Ash Street to Elm Street. Report adopted by the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the repaving of alley from Ash Street to Elm Street between Seventh Street and Santa Fe Avenue for a width of ten (10) feet with either 6" reinforced concrete or 8" plain concrete." Referred to the Board of Commissioners. Mayor Morgenstern submitted the names of the following Judges and Clerks, as of date of July 21, 1944, for the Primary Election of August 1, 1944: (Signed) Carl C. MacFarlane City Engineer Commissioner Price moved that report be adopted by the Board of Commission- ers, and that the work for the repaving of Ash Street from Columbia Avenue to Kansas Avenue be accepted by the City of Salina. Motion adopted. A petition was presented asking for the paving of Ash Street from the wrest line of West Place east of the Missouri Pacific Railroad right-of-way to the wrest line of Chicago Street. Petition was referred to the City Manager. A petition was presented asking for the installation of STOP or DANGER signals at the intersection of Iron Avenue and Marymount Road. Petition was referred to the City Manager to take such action as he deems necessary. A petition was presented informing the Board of Commissioners that it is agreeable for a telephone to be placed on the building at the northeast corner of Ellsworth Avenue and Santa Fe avenue for the use of taxicabs. Commissioner Breon moved that permission be granted. Motion adopted. A petition was presented from C. L.
