COMMISSIOITERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
JULY 3, 1944
Regular Meeting of the Board of Commissioners July 3, 1944. Meeting was called
to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern,
Elliott and Moore and Acity Attorney Byers responded. Commissioners Breon and Price
absent.
The minutes ofthe Regular Meeting of June 26, 1944 were r ead and approved as
' read.
A communication was received from Edgar W. Heyl, Chief of Police, in reference
to taxicab drivers license Number 96 issued to Floyd Webster. Action on same was I
deferred until the next meeting.
An ordinance was introduced for first reading entitled: "An ordinance relating

to taxicab passengers and repealing Section 30, Ordinance Number 4952." Ordinance
was referred to the Board of Commissioners.

An ordinance was introduced for first reading entitled: "An ordinance creating
and defining a certain Lateral Sewer District in the City of Salina as Lateral Sanitary
Sewer District No. 192, and providing for the construction of a lateral sanitary sewer
in the Lateral Sanitary Sewer District No. 192 so -xeated, and providing for the cost
thereof and for the levying of special assessments against the property insa.id district
for the payment of such construction and for the issuing of bonds therefor." Ordinance
was referred to the Board of Commissiom rs.
- An ordinance was introduced for first reading entitled: "An ordinance mEk ing
appropriation for the payment of certain claims."
On motion of Commissioner Elliott the ordinance was read and adopted by see -
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Morgenstern, Elliott and Moore (3) Nays: (0) Commissioners Breon and Price
absent. Mayor approved the ordinance and it is numbered A-243.

Commissioner Moore moved that applications be approved and license granted.

Commissioner Moore moved that Cereal Malt Beverage License issued to Chas.
Curtis McDaniel, d/b/a Mickey's Lunch at 336 North Santa Fe Avenue be revoked. Motion
adopted.
A petition was presented asking for the paving of the alley lying between
Santa Fe Avenue and Seventh Street from Ash Street to Elm Street. Petition was referred
to the City Manager and City Engineer.
Trust Deed, with a deposit of $100.00 was received from Mrs. Ellouise Barbee,
for the perpetual care of Lot 30, Block 15, in the Gypsum Hill Cemetery of Salina, Kansas.
Commissioner Moore moved that Trust Deed be accepted by the Board of Commission-
ers, and that the City Treasurer be instructed to place the deposit in the Gypsum Hill
Cemetery Lot Owners Endowment Fund as provided by Ordinance Number 3530 of the City of
Salina, Kansas. Motionedopted.
The appraisers report for the curbing and guttering of:
Claflin Avenue from the west line of Ninth Street, west approximately
1016 feet tothe west line of Lot 13, Block 1, Evergreen Park Addition;
Merrill Street from the south line of Wilson Street to the north line oP
Republic Avenue;
Pershing Street from the south line of Jewell Avenue to the north line of
Kirihn Avenue;
Republic Avenue (North side ) from the west line of Sheridan Street to the
east line of Hancock Street;
Spruce Street from the east line of College Avenue tothe west line of
Phillips treet, and
Spruce Street from the.west line of College Avenue tot he east line of
the right-of-way of the Missouri pacific Railroad Company,
were received, and on motion of Commissioner Elliott, Monday, July 10th, 1944
at eight o'clock P. M. was designated as a Special Meeting, at which time the reports
will be taken up and acted on by the Board of Commissioners, and that the City Clerk
be instructed to publish notice in the official City paper as provided by Law.
Motion adopted.
On motion of Commissioner Moore the Board of Commissioners adjourned.
