Regular Meeting of the Board of Commissioners June 5, 1944. Meeting was
called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen-
stern, Breon, Elliott, Moore and Price and City Attorney Byers responded.
The minutes of the Regular Meeting of May 29th, 1944 were read and approved
as read.

Application for taxicab drivers license for the year 1944 received as fol-
lows:

Commissioner Breon moved that application be approved and license granted.
Motion adopted.

Commissioner Breon moved that application be approved and license granted for
day driving only. Motion adopted.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved
the ordinance and it is numbered A-240.
A resolution was introduced entitled: "A Resolution relating to form of
Internal Improvement Bonds of the City of Salina, Kansas, to be issued in the sum
of $570.16 to pay the cost of constructing lateral sanitary sewer No. 191 in the
City of Salina, Kansas, as provided by Ordinance Number 5038.
On motion of Commissioner Moore the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Morgen-
stern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the resolu-
tion and it is numbered 846.
The above resolution is recorded in full on Pages 225 and 226, Resolution
Book Number 3.
A Resolution was introduced entitled: "A Resolution relating to form of
Internal Improvement Bonds of the City of Salina, Kansas, to be issued in the sum
of $6197.18, to pay cost of curbing, guttering and grading of Montrose Avenue,
College Avenue and Tenth Street, as provided for by Ordinance No. 5036."
On motion of Commissioner Moore the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes:' Morgen-
stern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the resolu-
tion and it is numbered 847.
The above resolution is recorded in full on Pages 227 and 228, Resolution
Book Number 3.
An ordinance was introduced for second reading entitled: "An ordinance
providing for and authorizing the issuance of Improvement Bonds of the City of Salina,
Kansas, in the sum of $570.16 to pay the cost of constructing lateral sanitary sewer
No. 191 in the City of Salina, Kansas, which bonds shall be designated as Series
S-130."
On motion of Commissioner Elliott the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved
the ordinance and it is numbered 5054.
An ordinance was introduced for second reading entitled: "An ordinance
authorizing and providing for the issuance of Improvement Bonds of the City of Salina,
Kansas, in the sum of $6197.19 to pay the cost of improving certain streets ins aid
City to be designated as Series P-129."
On motion of Commissioner Moore the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5055.

A resolution was introduced for first reading entitled: "A Resolution
relating to and providing for pension for Anna Eaton, widow of 0. E. Eaton, who
died May 31, 1942." Resolution was referred to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
to change the name of a street beginning at the north line of Walnut Streets, nd
west of the Missouri Pacific Railroad, thence north along the Missouri Pacific
right-of-way to Elm Street, along the east side of Leavenworth Addition, replat of
Dodge's Addition, Surveyor's Plat No. 31, and Elmdale Addition, formerly known
as Railroad Street tobe changed to West Place. Ordinance was referred to the
Board of Commissioners.
A protest was presented against the curbing, guttering and grading of
Eleventh Street from the south line of Grand Avenue tothe north line of Lincoln
Street. Protest was referred to the City Manager and City Engineer.
Pursuant to notice published in the Salina Journal bid was received for
the curbing, guttering and grading of:
Claflin Avenue from the west line of Ninth Street, west to City
limits;
Merrill Street from the north line of Republic Avenue to the
south line of Wilson Street;
Pershing Street from the north line of Kirwin Avenue to the south
line of Jewell Avenue;
Republic Avenue (North side) from the west line of Sheridan Street
to t he east line of Hancock Street;
Spruce Street from the west line of Phillips Street to the east line
of Missouri Pacific Railroad,
from H. J. Taylor Construction Company, Salina, Kansas,
City Engineers Estimate of Cost for the above named work was read.
Bid was tabulated by the City Engineer.
Commissioner Breon moved that the contract be awarded to H. J. Taylor
Construction Company as per bid submitted, and that the Mayor be authorized to sign
contract on behalf of the City of Salina for such improvements in accordance with
such proposal and the form of contract and specifications attached thereto, and
referred to therein. Motion adopted.
City Engineer filed plans and specifications and estimate of cost for the
re -paving of Ash Street from Columbia Avenue to Kansas Avenue. -
On motion of Commissioner Price the same were adopted by the Board of Com-
missioners and the City C]e rk was instructed to advertise for bids for such improve -
men tobe received up to and including Monday, June 12th, 1944 at eight o'clock
P. M. Motion adopted.
