05-29-1944 Minutes1 1 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MAY 290 1944 Regular Meeting of the Board of Commissioners May 29, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen- stern, Breon, Elliott and Moore and City Attorney Byers responded. Commissioner Price absent. The minutes of the Regular Meeting of May 22, 1944 were read and approved as read. Application for Pension was received from Mrs. Anna Eaton, widow of 0. E. Eaton, who died May 31, 1942, as the result of injuries suffered on the 24th day of May 1942 while employed by the City of Salina, Kansas as a police officer. Applica- tion was referred tot he City Attorney. I An ordinance was introduced for second reading entitled: "An ordinance providing for the repaving of a portion of Ash Street in the City of Salina, Kansas, lying between Columbia Avenue and Kansas and providing fort he cost of such improve- ments by the City of Salina at k rge and for the issuance of General Improvement I Bonds of said City to pay such cost." On motion of Commissioner Elliott the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the folloTt ng vote was had; Ayes: Morgenstern, Breon, Elliott and Moore (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5052. ! An ordinance was introduced for second reading entitled: "An ordinance providing for the exclusion of a certain area from the fire limits of the City of Salina, Kansas, and repealing Ordinance Number 5047." i On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott and Moore (4) Nays: (0) Commissioner Price absent. Mayor approved the ordinance and it is numbered 5053. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for aid authorizing the issuance of Improvement Bonds of the City of Salim , Kansas, in the sum of $6197.09 to pay the cost of improving certain streets in said City, tots designated as Series P-129." Ordinance was referred tothe Board of j Commissioners. An ordinance was introduced for first reading entitled: "An ordinance pro- viding for tied authorizing the issuance of Improvement Bonds of the City of Salina, Kansas, in the sum of $570.16 to pay the cost of constructing Lateral Sanitary Sewer Number 191, in the City of Salirr , Kansas, which bonds shall be designated as Series S-130." Ordinance was referred to the Board of Commissioners. City Engineer submitted plans and specifications and estimate of cost for the curbing and guttering og: Republic Avenue (North side) from the west line of Sheridan to the east line of Hancock; Merrill Street from the north line of Republic Avenue to the south line of Wilson; Pershing Street from the north line of Kirwin to the south line of Jewell; Spruce Street from the west line of Phillips Street to the east line of Missouri. Pacific Railroad; Claflin Avenue from the west line of Ninth Street, west to City limits. On motion of Commissioner Breon the same were adopted and approved by the Board of Commissioners, and the City Clerk was instructed to advertise for bids to be received up to and including Monday, June 5th, 1944 at eight o'clock P. M. Motion adopted. A petition was presented asking for the extension of a sanitary sewer northward on Tenth Street from Harsh to Inez Streets, or in some way cause a sanitary sewer to be placed in the alley between North Tenth and North Eleventh, from the nearest and best point of connection. Petition was referred to the City Manager and the City Engineer. 4_08 On motion of Commissioner Moore the City Manager was authorized to meet the Pay Roll of June 1, 1944.
