05-22-1944 Minutesjr COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, j SALINA, KANSAS. MAY 22, 1944 i Regular Meeting of the Board of Commissioners May 22, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgen- stern, Breon, Elliott, Moore and Price and City Attorney Byers responded. The minutes of the Regular Meeting of May 15th, 1944 were read and approved as read. i I Application for taxicab drivers license for the year 1944 received as follows: i Marguritte Ann Pace Commissioner Price moved that application be approved and license granted, for i day driving only. Motion adopted. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Kansas Avenue from the north line of Ash Street to the north line of Elm Street." On motion of Commissioner Breon the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 845. The above resolution is recorded in full on Page 224, Resolution Book Number 3, I A petition was presented asking for the curbing and guttering of West Place from the south line of Elm Street to the north line of Park Street. Petition was referred tot he City Manager and City Engineer. An ordinance was introduced for first reading entitleds "An ordinance providing for the repaving ofa ort ion of Ash Street in the City of Salina, lying between Colum- bia Avenue and Kansas Zenue and providing for the cost of such improvement by the City of Salina at large and for the issuance of General Improvement Bonds of said City to pay such cost." Ordinance was referred to the Board of Commissioners. An ordinance was int educed for first reading entitled: "An ordinance provid- ing for the exclusion of a certain area from the fire limits of the City of Salina, Kansas, and repealing Ordinance No. 5047." Ordinance was referred tot he Board of Commissioners, Mayor Morgenstern submitted for appointment, the names of the following to ` serve on the various City Boards: Library Board: Mrs. Ruth Lynch, for a term of four years from February 1, 1944 to succeed herself. Mr: Fred Stevenson for a term of four years from February 1, 1944, to succeed himself. Commissioner Price moved that appointments be confirmed by the Board of Com- missioners. Motion adopted. Memorial Hall Board: Mr. A. B. Mackie, for a term of three years from April 1, 1944, to succeed himself. Commissioner Moore moved that appointment be confirmed by the Board of Com- missionrs. Motion adopted. Commissioner Elliott moved that appointments.be confirmed by the Board of Commissioners. Motion adopted. Mayor Morgenstern submitted the names of J. Earl Wyatt, John Frederick and Wm. F. Grosser Jr., to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering the following streets: Board of Health: Thos. L. Bayne, For a term of one year from May 1, 1944 Carl C. MacFarlane For a term of one year from May 1, 1944 Edgar W. Heyl For a term of one year from May 1, 1944 Commissioner Elliott moved that appointments.be confirmed by the Board of Commissioners. Motion adopted. Mayor Morgenstern submitted the names of J. Earl Wyatt, John Frederick and Wm. F. Grosser Jr., to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of curbing and guttering the following streets: 106 Claflin Avenue from the west line of Ninth Street, west approximately 1016 feet to the west line of Lot 13, Block 1, Evergreen Park Addition; Merrill Street from the south line of Milson Street to the north line of Republic Avenue; Pershing Street from the south line of Jewell Avenue to the north line of Kirwi n Avenue; Republic Avenue (North side) from the west line of Sheridan street to the east line of Hancock Street; Spruce Street from the west line of College Avenue to the east line of Missouri Pacific Railroad Right- of-way; Spruce Street from the east line of Coll6ge, Avenue to the west line of Phillips Street. On motion of Commissioner Price the appointments were confirmed by the Board of Commissioners. Motion adopted. City Manager and City Engineer were authorized to attend the meeting of the Kansas Water and Sewage works Association, tote held at Topeka, Kansas, May 25th and 26th, 1944.
