Regular Meeting of the Board of Commissioners April 24, 1944. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Breon, Elliott, Moore and Price and City Attorney Byers responded.
The minutes of the Regular Meeting of April 17, 1944 were read and approved
as read.
Mr. C. L. Clark submitted his resignation as City Attorney of the City
of Salina, Kansas, Commissioner Elliott moved that resignation be accepted by the
Board of Commissioners.
City Manager Allison reported to the Board of Commissioners that on April
24th, 1944, he appointed Carl S. Byers as City Attorney of the City of Salina,
Kansas to fill vacancy created on account of the resignation of C. L. Clark.
Appointment confirmed by the Board of Commissioners.
A oommunioation was received from Edgar W. Heyl, Chief of Police,
recommending the revocation of Taxicab Drivers License Number 60 issued to Noah
L. Rider,
Commissioner Breon moved that Taxicab Drivers License Number 60 issued to
Noah L. Rider be revoked. Motion adopted.
Application for taxicab drivers license for 1944 received as follows:
Charles V. Gleason
Commissioner Elliott moved that application be approved and license
granted. Motion adopted.
An ordinance was introduced for second reading entitled, "An ordinance
relating to and levying special assessments on certain lots and pieces of ground
in the City of Salina, Kansas, to pay the cost of curbing and guttering College
Avenue from the south line of Morrison Avenue to the north line of Prescott
Avenue; Montrose Avenue from the south line of Morrison Avenue to the north
line of Prescott Avenue; and Tenth Street from the south line of Wilson Street
to the north line of Republic Avenue; and relating to and providing for the col-
lection and payment of such assessments."
On motion of Commissioner Price the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: 0)
Mayor approved the ordinance and it is numbered 5049.
An ordinance was introduced for second reading entitled: "An ordinance
relating to and levying special assessments on certain lots and pieces of ground
in the City of Salina, Kansas, to pay the cost of constructing lateral sanitary
sewer in Lateral Sanitary Sewer District Number 191, and relating to and provid-
ing for the oollsotion and payment of such assessments."
On motion of Commissioner Elliott the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor
approved the ordinance and it is numbered 5050.
A petition was presented asking for the ourbing and guttering of Eleventh
Street from the south line of Grand Avenue to the north line of Lincoln Street.
Petition was referred to the City Manager and City Engineer.
On motion of Commissioner Breon the City Manager was authorized to meet
the Pay Roll of May let, 1944.
On motion of Commissioner Elliott the Board of Commissioners adjourned.
