04-17-1944 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 17, 1944. Regular Meeting of the Board of Commissioners April 17, 1944. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Breon, Elliott, Moore and Price responded. City Attorney Clark absent. The minutes of the Regular Meeting of April 11, 1944 and Special Meeting of April 11, 1944 were read and approved as read. Applications for taxicab drivers license for the year 1944 received as follows: Norris F. Clark Woodrow Moss Ralph E. Walsh Commissioner Moore moved that applications be epprovedby the Board of Commissioners and license granted. Motion adopted. Also an application froms John 0. Heath Commissioner, Moore moved that application be rejected by the Board of Commissioners. Motion adopted. A communication was received from Edgar W. Heyl, Chief of Police, recommending the revocation of Taxicab Drivers License No. 23, issued to Clarence Wal- lace Wilson. Commissioner Price moved that Taxicab Drivers License Number 23 issued to Clarence Wallace Wilson be revoked. Motion adopted. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Elliott the ordinance was read and adopted by sections and on its final adoption the roll was eallled and the following vote was had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered A-235. An ordinance was introduced entitled: '"An ordinance making appropria- tion for the payment of certain claims." On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered A-236. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Ordinance No. 3188, and adding a certain area to the "C" Commercial District as defined in Section 5 of said Ordinance, and excluding said area from the "A" Residence District as defined in Section 3 of said ordinance." On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Breon, Moore, Elliott and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 5048. City Engineer submitted Final Estimate of Cost for the construction of Sanitary Sewer Lateral 191. Commissioner Breon moved that same be approved by the Board of Commissioners. Motion adopted. City Engineer submitted his approval for the construction of Lateral Sanitary Sewer Num,er 191 as follows: Salina, Kansas. April 17, 1944 To thD Hon. Mayor and Board of City Commissioners, City of Salina, Kansas. Gentlemen: i The sanitary sewer lateral No. 191, Job No. 201, south of Gypsum Avenue, constructed by the H. J. Taylor Construction Company, Salina, Kansas, under contract dated December 6, 1943, has been completed and a final inspection has been made by this office. i 4 I have found that all work has been performed and completed, with the exception of placing four (4) cast iron manhole covers which have been ordered, in compliance with the plans and specifications of said i contract. E Therefore, I recommend that the work be accepted. j Respectfully yours, (Signed) Carl C. McaFarlane City Engineer Commissioner Elliott moved that report be approved by the Board of Com- missionrs and that the construction, of Lateral Sanitary Sewer Number 191 be accepted by the Board of Commissioners. Motion adopted. j An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of alina to pay the cost of curbing and gutter- ing College Avenue from the south line of Morrison Avenue to the north line of Prescott Avenue; Montrose Avenue from the south line of Morrison Avenue to the north line of Prescott venue; and Tenth Street from the south line of Wilson Street to the north line of Republic Avenue; and relating to and providing for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer in Lateral Sanitary Sewer District Number 191 , and relat- ing to and providing for the collection and payment of such assessments."
