COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
JANUARY 17, 1944
Regular Meeting of the Board of Commissioners January 17, 1944. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Breon, Moore and Price and City Attorney Clark responded.. Commis-
sioner Elliott absent.
The minutes of the Regular Meeting of January 10th, 1944 and Regular Meeting
of January 15th, 1944 were read and approved as read.
Applications for taxicab drivers license for the year 1944 received as
follows:

Maxine Semperkiewicz
Commissioner Breon moved that applications be approved and license granted
for day driving only. Motion adopted.

John Bulleigh
Commissioner Moore moved that applications be approved and license granted.
Motion adopted.
A resolution was introduced entitled: "A Resolution providing for the
creation of a special Bridge or Street Building Machinery and Equipment Fund,
and transferring certain funds from the Street Fund of the City of Salina thereto."
On motion of Commissioner Price the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayess
Morgenstern, Breon, Moore and Price (4) Neysi (0) Commissioner Elliott absent.
Mayor approved the resolution and it is numbered 835.
The above resolution is recorded in full on Page 214, Resolution Book
Number 3.
An ordinance was introduced for second reading entitleds "An ordinance
providing and establishing the rates to b e charged users of water sold by the
Salina Water works Department Fund of the City of Salina and providin for
certain discounts and increased minimum allowances to users of such water and
prodding for repealing of Section 12 of Ordinance 3191 (Section 36-116, Revised
Ordinances of Salina, 1939)".
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote
was had; Ayess Morgenstern, Breon, Moore and Price (4) Nays: (0) Commis-
sioner Elliott absent. Mayor approved the ordinance and it is numbered 5045.
Mr. Dan Kastner submitted his resignation as a member of the Plumbers
Examining Board of the City of Salina, Kansas, and on motion of Commissioner
Price same was accepted by the Board of Commissioners.
Application for Cereal Malt Bevwrage License for the year 1944 received
as followss

Commissioner Breon moved that application be approved and license granted.
Mot ion adopted.
Commissioner Breon was selected as the City's representative on the
Community Chest for 1944.
Commissioner Price moved that the four taxicabs licenses of John Bulleigh
be approved to operate with the DeLuxe Cab Company, providing an agreement, signed
by Ed French and John Bulleigh, be submitted to the City Manager for his approval.
Motion adopted.

On motion, the above applications were rejected by the Board of Commissioners.
Motion adopted.
Commissioner Price moved that the action taken by the Board of Commissioners.
January 10th, 1944, on the refusal of Beer License to George C. Beebe be recon-
sidered and that license be granted. Motion adopted.

On motion of Commissioner Breon the Board of Commissioners adjourned to
meet in regular session, Wednesday, January 26th, 1944 at 7:30 P. M.
