12-20-1943 MinutesU6 COMMISSIONERS PROCE-RDRlGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. DECEMBER 20, 1943. Regular Meeting of the Board of Commissioners December 20th, 1943. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Elliott, Moore and Price and City Attorney Clark responded. Commissioner Breon absent, The minutes of the Regular Meeting of December 12th, 1943 and Regular Meeting of December 15th, 1943 were read and approved as read, Applications for taxicab drivers license for the year 1943 received as follows: W. D. Taylor Commissioner Elliott moved that application be approved and license granted. Motion adopted. Lloyd D. Henry Commissioner Elliott moved that application be rejected by the Board of Commissioners. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Elliott, Moore and Price (4) Nays: (0) Cc mmissioner Breon absent. Mayor approved the ordinance and it is numbered A-221. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Elliott the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Elliott, Moore and Price (4) Nays: (0) Com- missioner Breon absent. Mayor approved the ordinance and it is numbered A-222. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Com- pany for the corBtruction of a certain lateral sanitary sewer in Lateral Sanitary Sewer District Number 191 in the City of Selina, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Moore the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Elliott, Moore and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 5040. An ordinance was introduced for second reading entitled: "An ordinance fixing the salaries and wages of various city officers and employees of the City of Salina, Kansas, and empowering the City Manager oJ said city to employ such other employees as he deems necessary for the varioul departments of the said City, as now existing or hereafter created, and repealing certain ordinances, parts and sections thereof." On motion of Co mmissioner Elliott the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Morgenstern, Elliott, Moore and Price (4) Nays: (0) Commissioner Breon absent. Mayor approved the ordinance and it is numbered 5041. The following recommendations from the Waterworks Advisory Roard were presented: To the Hon. Board of City Commissioners: Gentlemen: A called meeting of the Waterworks Advisory Board was held in the office of the City Manager at 4:30 P. M. December 20, 1943, with the following members present: Fred D. Kastner, Frank Putnam and Glenn Mason, and E. J. Allison. 1 I I. Fred Kastner presided as Chairman. i On motion, E. J. Allison was unanimously elected Secretary of the Board. Various matters pertaining to the operation and maintenance of the Waterworks were discussed and after due consideration the following recommenda- tions were made. On motion of Mr. Mason, seconded by Mr. Putnam, it was recommended that the suction lines for the little pumps be changed to lead from the bottom of the little reservoir and the necessary valves and connections be installed. On motion of Mr. Putnam, seconded by Mr. Mason, it was recommended that the abandoned well site on South Fourth Street between Center Street and Prescott, west of the U. P. railroad tracks, be sold by the City if a fair price can be obtained for the same. I On motion of Mr. Putnam, seconded by Mr. Mason, it was recommended that a 25% reduction be affected in present watdr rates in lieu of forgiving December water bill and that the rate be established as the regular year around rate. It was recommended that a study be made of the present rate structure of the water department to help determine a fair and equitable year around rate. On motion of Mie. Mason, seconded by Mr. Putnam, it was recommended that the water superintendent be authorized to purchase a good leak locator. The above motions were unanimously carried. There being no further business the meeting adjourned. I WATEWORKS ADVISORY BOARD BY: B. J. Allison Secretary i Commissioner Price moved that the recommendation to continue the 25% reduction on water bills be made the yearly rate. Motion adopted.
