12-13-1943 Minutes64 COMMISSIONERS PROCEEDINGS, REGULAR MEWING COMMISS IONERS ROOM, SALINA, KANSAS. DECEMBER 13, 1943. Regular Meeting of the Board of Commissioners December 13, 1943. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Breon, Elliott, Moore and Price and City Attorney Clark responded. The minutes of the Regular Meeting of December 6, 1943 were read and approved as read. Applications for taxicab drivers license for the year 1943 received as follows: Harold C. Frink Commissioner Moore moved that application be approved and license granted. Motion a dopted. An ordinance was introduced for first reading entitled: "An ordinance fixing the salaries and wages of various city officers and employees of the City of Salina, Kansas, and -empowering the City Manager of said city to employ such other employees as he deems necessary for the various departments of the said city, as now existing or hereafter created, and repealing certain ordinances, parts and sections thereof." Ordinance was referred to the Board of Co mnissioners. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with the H. J. Taylor Construction Company, for the construction of a certain lateral sanitary sewer in Lateral Sanitary Sewer District No. 191 in the City of Salina, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds."' Ordinance was referred tot he Board of Commissioners. Mayor Morgenstern submitted the names of John Frederick, J. Earl Myatt, and Wm. F. Grosser, Jr., to act as appraisers in ascertaining the valua- tion of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewer Number 191. Commissioner Breon moved that appointments be confirmed by the Board of Commissioners. Motion adopted. On motion of Commissioner Price the Board of Commissioners adjourned to meet in regular session Wednesday, December 15th, 1943 at 11:45 A. 19, City Clerk
