COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALIN,, KANSAS.
NOVEMBER 15, 1943.
Regular Meeting of the Board of Commissioners November 15, 1943. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Breon, Elliott and Moore and City Attorney Clark responded. Commis-
sioner Price absent.
The minutes of the Regular Meeting of November 5, 1943 were read and approved
as read.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Breon the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Morgenstern, Breon, Elliott and Moore (4) Nays: (0) Commissioner
Price absent. Mayor approved the ordinance and it is numbered 217-A.

On motion of Commissioner Elliott the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote
was had; Ayes: Morgenstern, Breon, Elliott and Moore (4) Nays: (0) Commis-
sioner Price absent. Mayor approved the ordinance and it is numbered 218-A.

Applications for taxicab drivers license for the year 1943 received as

Commissioner Breon moved that applications be approved and license granted.
Motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain curbing, guttering and grading improvements on certain
streets in the City of Salina, and providing for the issuance of temporary notes
to pay the cost thereof pending the ,issuance and sale of bonds." Ordinance was
referred to the Board of Commissioners.
Application for taxicab license for the year 1943 received as follows:

Commissioner Elliott moved that application be approved and license granted.
Motion adopted.
Acting City Engineer submitted plans and specifications and estimate of
cost for the construction of Lateral Sanitary Sewer Number 191 described as follows:
Lots Two (2) to Five (5), both inclusive,
in Surveyor's Plat Twelve (12) in the
City of Salina, Saline County, Kansas.
On motion of Commissioner Moore the above mentioned plans, specifications and
estimate of cost were approved by the Board of Commissioners and the City Clerk was
instructed to advertise for bids for such improvement, bids to be received up to
and including Monday, November 22, 1943 at 4:30 P. M. Motion adopted.
An application was received from the Saline County Board of Commissioners
asking for the rezoning of Block Four (4) in Bond's Addition to the City of Salina,
Kansas. Referred to the City Planning Commissioners.
A petition was presented asking for the closing of the alley in the 300 Block,
the first block west of Ninth Street lying between Claflin and Kirwin Streets, is
Pleasant View Addition; also a short alley running north and south between Kir *n
and Claflin. Referred to the City Planning Commission.

Mayor Morgenstern appointed John Frederick, J. Earl Wyatt and Wm. F.
Grosser, Jr., to act as appraisers in ascertaining the valuation of certain lots and

pieces of ground liable to special assessment for the cost of curbing and guttering:
College Avenue from the south line of Morrison
Avenue to the north line of Preeoott Avenue;
Montrose Avenue from the south line of Morrison
Avenue to t e north line of Prescott Avenue;
Tenth Street from the south lineof Wilson Street
tot a north line of Republic Avenue.
On motion of Cissioner Breon the appointments were confirmed by the
Board of Commissioners. Motion adopted.
On motion of Commissioner Moore the Board of Co mmissioners adjourned.
