11-08-1943 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISS IONERS ROOM, SALINA , KANSAS. NOVEMBER 8, 1943. Regular Meeting of the Board of Commissioners November 8, 1943. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Elliott and Price and City Attorney Clark responded. Commissioners Breon and Moore absent. The minutes of the Regular Meeting of November 1st, 1943 were read and approved as read. follows: Applications for taxicab drivers license for the ,year 1943 received as Maxine Ferguson Commissioner Elliott moved that application be approved and license granted for day driving only. Motion adopted. Francis R. LaClair Commissioner Price moved that application be approved and license granted. Motion adopted. Pursuant to notice published in the Salina Journal bids were received for the curbing and guttering of: Montrose Avenue from the south line of Morrison Avenue to the north line of Prescott Avenue; College Avenue from the south line of Morrison Avenue to the north line of Prescott Avenue; and Tenth Street from the south -11 ine of Wilson Street to the north line of Republic Avenue, as follows: H. J. Taylor Construction Company, Salina, Kansas, Ralph E. Brown, Salina, Kansas. Engineers Preliminary Estimate of Cost for the above mentioned improve- ments was read. Bids were tabulated by the Acting City Engineer. Commissioner Price moved that the contract be awarded to H. J. Taylor Construction Company as per bid submitted, the same being the lowest and best bid therefor; and that the Mayor be authorized to sign contract on behalf of the City of Salina for such improvements in accordance with such proposal and the form of contract and specifications attached thereto, and referred to therein; and that the certified check be returned by the City Clerk to the unsuccessful bidder. Motion adopted. City Manager Allison to whom was referred Application for House Moving Permit, presented to the Board of Commissioners at their Regular Meeting of October 18th, 1943, for the moving of a house from outside of City limits to 741 North Seventh Street, by Roy Divilbiss, housemover, reported as follows: "Permit to be granted contingent upon house being planked along and across all asphalt streets, And the City be notified when it is to be taken across town in order to have an inspector there. Another set of trucks should be placed under the building." Commissioner Price moved that permission be granted and on its final adoption the roll was called and the following vote was had; Ayes: Elliott and Price (2) Nays: Morgenstern (1) Commissioners Breon and Moore absent. Commissioner Elliott moved that Taxicab Drivers License Number 105 issued to James G. Finney be revoked. Motion adopted. An ordinance was introduced for second reading entitled: "An ordinance cre- ating and defining a certain Lateral Sewer District in the City of Salina as Lateral Sanitary Sewer District No. 191, and providing for the construction of a lateral sanitary sewer in the Lateral Sanitary Sewer District No. 191 so created, and pro- viding for the cost thereof and for the levying of special assessments against the property in said district for the payment of such construction and for the issuing of bonds therefor." 1 1 L___J C On motion of Commissioner Price the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Morgenstern, Elliott and Price (3) Nays: (0) Commissioners Brean and Moore absent. Mayor approved the ordinance and it is numbered 5038. A resolution was introduced entitled: "A Resolution relating to agreement entered into between the Union Pacific Railroad Company and the City of Salina, for the construction of an eight -inch sanitary sewer across the right-of-way and under the tracks of the Union Pacific Railroad Company along a line parallel to and approximately 127 feet south of the south line of Jewell Avenue in the City of Salina, Kansas." On motion of Commissioner Price the resolution was adopted as read and on its final adoption the roll was called and the following vote was had: Ayes: Morgenstern, Elliott and Price (3) 1LTays: (0) Commissioners Breon and Moore absent. Mayor approved the resolution and it is numbered 833. The above resolution is recorded in full on Page 211 of Resolution Book Number 3. Mayor Morgenstern was authorized to sign contract submitted by the Union Pacific Railroad Company for the construction of the sewer mentioned in Resolution Number 833.
