COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
OCT09ER 11, 1943.
Regular Meeting of the Roard of Commissioners October 11, 1943. Meeting
was called to order by Mayor Morgenstern, the roll was called and Commissioners
Morgenstern, Breon, 'Elliott, Moore and Price responded. City Attorney (lark absent.
The minutes of the Regular Meeting of October 4th, 1943 were read and approved
as read.
Applications for taxicab drivers license for the year 1943 received as fol-
lows:

Commissioner Breon moved that application be approved and license granted.
Motion adopted.
Mrs. Mary Sullivan
Commissioner Elliott moved that application be approved and license granted
for day driving only. Motion adopted.
A petition was received from residents and property owners in the vicinity
of 761 Merrill Street, protesting against the parking of the Richardson Transfer
trucks on said street. Petition was referred to the City Manager.
There being no bids received for the curbing and guttering of:

Montrose Avenue from Morrison Avenue to Prescott Avenue,
College Avenue from Morrison Avenue to Prescott Avenue; and
Tenth Street from Wilson Street to Republic Avenue,
as advertised, the matter of re-adve tising was deferred until some future date.
Commissioner Breon moved that the bid received from D. N. Turner for the
auditing of the City of Salina records for the year 1943 be accepted and that the
Mayor be authorized to sign the same. Motion adopted.

An ordinance was introduced for second reading entitled: "An ordinance
providing for a curfew in the City of Salina, Kansas, prohibiting and making it
unlawful for persons under the age of sixteen (16) years to wander, lounge, loaf,
loiter or play in, upon or about public streets, sidewalks, alleys or public places
within the City of Salina, Kansas, after the hour of 10:30 P. M. or before 6 o'clock
A. M., making it unlawful for the parent or guardian of any such child to wander,
lounge, loaf, loiter or play, and providing a penalty for the violation of the provi-
sions of this ordinance, and providing for the repeal of Sections One (1), Two (2),
and Four (4) of Ordinance No. 965."
On motion of Commissioner Price the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Morgenstern, Breon, Moore and Price (4) Nays: Elliott (1) Mayor approved
the ordinance and it is numbered 5037.
Commissioner Price moved that mortion adopted by the Board of Commissioners
at their Regular Meeting of October 4th, 1943, in reference to J. E. Hull taxicab
license be withdrawn. Motion adopted.
On motion of Commissioner Price the Board of Commissioners adjourned to meet
in regular session Friday, October 15th, 1943 at 11:45 A. M.
