10-04-1943 Minutes49 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISS IONERS ROOM, SALINA, KANSAS. i OCTOBER 4, 1943 Regular meeting of the Board of Commissioners October 4, 1943. Meeting was called to order by Mayor Morgenstern, the roll was called and Commissioners Morgenstern, Elliott and Price and City Attorney Clark responded. Commissioners i Breon and Moore absent. The minutes of the Regular Meeting of September 27, 1943 and Regular Meeting of September 30, 1943 were read and approved as read. Application for taxicab drivers lie-ense for the year 1943 received as follows: Ellen Adams Commissioner Elliott moved that application be approved and license granted for day driving only. Motion adopted. i Application for taxicab license for the year 1943 received as follows: Name of Owner Name of Operator Cab Number Chas. M. Scott Bell Taxi 29 Commissioner Price moved that application be approved and license granted subject to inspection of said cab by the License Inspector; also the filing of Insurance Policy covering said taxicab. Motion adopted. Application for Cereal Malt Beverage License for the year 1943 received as j follows: GENERAL RETAILER CLASS—"13"—INDIVIDUAL Application Umber Name of Applicant Name and Location of Place of Business 73 Retha Wise Blue Ribbon Bar 121 S. Fifth Street Commissioner Elliott mov d that application be approved and license granted subject to inspection by R. S. assnacht, Health Directcr. Motion adopted. A petition was presented asking for the curbing and guttering of the 900 block on Spruce Street in the City of Salina, Kansas. Petition was referred to the City Manager. A report was presented from the City Planning Commission in reference to the replatting of part of Blocks One and Two in Evergreen Park Addition, Salina, Kansas. Action on same deferred until the Regular Meeting of October 11th, 1943. J. E. Hull appeared before the Board of Commissioners and made a request for a refund on Taxicab Licenses Number 32 and 33, paid April 23, 1943, for one year at $25.00 each and requested that the same be applied on a new license for one taxi- cab for the balance of the year 1943. On motion of Commissioner Price he was instructed to file the regular application properly filled out and also insurance policy covering said taxicab, and if the same is approved by the City Attorney the City Clerk was authorized to issue the license as requested. Motion adopted. An ordinance was introduced for first reading entitled: "An ordinance provid- ing for a curfew in the City of Salina, Kansas, prohibiting and making it unlawful for persons under the age of sixteen (16) years to wander, lounge, loaf or play in, upon or about public streets, sidewalks, alleys or public places within the City of Salina, Kansas, after the hour of 10:30 o'clock P. M. or before six otelock A. M., making it unlawful for the parent or guardian of any such child knowingly to suffer or permit any such child to wander, lounge, loaf, loiter or play, and providing a penalty for the violation of the provisions of this ordinance, and providing for the repeal of Sectione One (1), Two (2) and Four (4) of Ordinance No. 965." Ordinance was referred to the Board of Commissioners. Engineer's plans and specifications and estimate of cost for the curbing and guttering of: i Montrose Avenue from Morrison Avenue to Prescott Avenue, College Avenue from Morrison Avenue to Prescott Avenue, Tenth Street from Wilson Street to Republic Avenue, were received, and on motion of Commissioner Elliott the same were approved by the Board of Commissioners, and the City Clerk was instructed to advertise for bids for such improvements, to be received up to and including Monday, October 11th, 1943 at 4:30 P. M. Motion adopted. 00 A bid was received from D. N. Turner for the auditing of the City of Salina accounts for the ,year 1943. Bid was referred to the City Manager.
