06-15-1943 Minutes1 rl 1 COMMISS ION7RS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. JME 15, 1943. Regular Meeting of the Board of Commissioners June 15, 1943. Meeting was palled to order by Mayor Morgenstern, the roll was called and Commissioners Mor- genstern, Breon, Elliott, Moore and Price and City Attorney Norris responded. The minutes of the Regular Meeting of June 7, 1943 were read and approved as read. Applica tions for Cereal Malt Beverage License for the year 1943 received as follows: _ GENERAL RETAILER CLASS—"B"—INDIVIDUAL Application Number Name of Applicant Name and Location of Place of Business 64 L. C. Helbert Bill's Tavern 1422 North Santa Fe Avenue _ GENFRAL RETAILER CLASS—"B"— PARTNERSHIP 65 L. J. Briscoe 1422 North Santa Fe Avenue On motion, applications were held over until the next Regular Meeting of the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Breon the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the ordinance and it is numbered 202-A. A resolution was introduced entitled: "A Resolution relating to the pay- ment to The Firemen's Relief Association of Salina, Kansas, of the cash surrender value of certain life insurance policies." On motion of Commissioner Moore the resolutiouwaa read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: Morgenstern, Breon, Elliott, Moore and Price (5) Nays: (0) Mayor approved the resolution and it is numbered 827. The above resolution is recorded in full on Page 204 of Resolution Book Number 3. An ordinance was introduced for first reading entitled: "An ordinance relating to and defining the offense of vagrancy and providing a penalty for the violation of said ordinance, and repealing Section 22 of Ordinance No. 635 of the City of Salina, being Section 15-172, Revised Ordinances 1939." Ordinance was referred to the Board of Commissioners. Commissioner Breon moved that the services of H. L. Brown as City Manager be terminated at once. Motion was duly seconded and the following vote was had. - Ayes: Morgenstern, Breon and Elliott (3) Nays: Moore and Price (2) Commissioner Elliott moved that Chas. E. Banker, Director of Finance and Ex -Officio City Clerk be requested and hereby directed to perform all of the duties of the office of City Manager with the responsibilities of that office until further order of this Board, and until such time as a City Manager is appointed and qualified.
