JULY 18, 1949
Regular i.eeting of the Board of Commissioners July 18, 1949. Meeting was
called to order by Mayor Price, the roll was called and Commissioners Price, Ramsey,
and Stephenson and Acting City Attorney Yordy responded. Commissioners King and
Webb and City Attorney Clark absent.
The minutes of the Regular meeting of July 11, 1949 were read and approved
as read.
Loran Constable and others appeared before the Board of Commissioners
regarding traffic lights at Pacific and Ninth. Letter was read from highway
Department that authority had been granted October 18, 19118; and Light Orders,
October 26, 19118. City Manager stated lights would be installed within thirty
days.
Application for Cereal Malt Beverage License for the year 1919 presented
as follows:

Commissioner atephenson moved that application be approved and license
granted. f.otion adopted.
Taxicab Drivers Applications numbered 1311 to 139 inclusive, were pre-
sented and on motion of Commissioner Stephenson approved by the Board of Commission-
ers. Lotion adopted.
Commissioner Stephenson moved that City Attorney be authorized to settle
judgment on Lots 1 and 21 Block 61 Fairview Addition, with regard to -utility rights.
lotion adopted.
Commissioner Ramsey moved to recess hearing until July 25, 19119, for the
rezoning of Lot 25, Block 3, highland Court Addition, and Lot 34, Kirwin Avenue, in
the Grounds of Kansas Wesleyan University from "A" Residential to "B" Residential.
Motion adopted.
A petition was presented against the rezoning of Lot 25, Block 3, highland
Court Addition from "A" Residential to "B" Residential. Petition was referred
touhe C ty Manager for checking.
Letter was presented from City Planning Commission, stating they have no
objection to Lots 2, 11, 6, Block 6, Sunnyside Addition, being rezoned from "A" Resi-
dential to "B" Residential, however, they wish to withhold their recommendation until
final plans and specifications are submitted by W. M. Garrison. Accepted by
Commissioner Stephenson. Potion adopted.
A resolution was introduced for second reading entitled: "A Resolution
relating to the paving of Antrim Avenue from the west line of Ninth Street to the
west line of Eighth Street."
On motion of Commissioner Stephenson the resolution was adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, Ramsey and Stephenson (3) Nays: (0) Commissioners King and Webb absent.
Mayor approved the resolution and it is numbered 1132.

A resolution was introduced for second reading entitled: "A Resolution
relating to the paving of Kansas Avenue from the north line of Gypsum Avenue to the
i south line of Iron Avenue."
On motion of Commissioner Stephenson the resolution was adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:

approved the resolution and it is numbered 1133-

A petition was presented from E. W. Blue to rezone Lot 16, Block 46, in
Military Addition to "C" Commercial. Petition was referred to the City
Planning Commission.
City Engineer submitted Final Estimate in the amount of :29,322.63 to
H. J. Taylor Construction Company for curbing, guttering and/or paving improve -
:rents provided for in contract awarded October 18, 1948, (known as Job Number 247).
On motion of Commissioner fiamsey approved by the Board of Commissioners. Motion
adopted.
City Engineer submitted his approval for curbing, guttering and/or paving
certain streets provided for in contract awarded October 18th, 1948, (known as Job
Number 2147). Commissioner Ramsey moved that approval be accepted by the Board
of Commissioners. Lotion adopted.
City Engineer submitted Final 'estimate of Cost for curbing, guttering and/or
paving improvements provided for in contract awarded October 18, 1948, (known as Job
Number 247). Amount $77,279.30 Commissioner Ramsey moved that Estimate
be approved by the Board of Commissioners. Lotion adopted.
Resolution was introduced entitled: "A Resolution authorizing and providing
for the issuance of Temporary Notes of the C ty of Salina, Kansas in the sum of
X29,322.63 to pay a portion of the cost of improving certain streets in the City
of Salina to be designated as Series PT -3, pending the issuance of bonds to pay the
cost of said work."
On motion of -Commissioner Stephenson the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Price, Ramsey and Stephenson (3) Nays: (0) Commissioners King and Webb absent.
Ititayor approved the resolution and it is numbered 1134.
The above resolution is recorded in full on Pages 159 to 161 inclusive,
in Resolution Book Number 4.
An ordinance was introduced for second reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for the
construction of certain lateral sanitary sewers in the City of Salina heretofore
designated as Lateral Sanitary Sewer Districts 240, 241 and 242 and providing for
the issuance of Temporary IJotes to pay the cost thereof, pending issuance and sale
of bonds."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Ramsey and Stephenson (3) Nays: (0) Commissioners King
and Webb absent. Mayor approved the ordinance and it is numbered 5402.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Ramsey and Stephenson (3) Nays. (0) Commissioners King and
Webb absent. Layor approved the ordinance and it is Numbered A-467.
An ordinance was introduced entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Ramsey and Stephenson (3) Nays: (0) Commissioners King
and Webb absent. kayor approved the ordinance and it is numbered A-468.
An ordinance was introduced for first reading entitled: "An ordinance
levying special assessment against certain property to pay the cost of constructing
certain water service pipes in certain streets in the City of Salina, Kansas.
Ordinance was referred to the Board of Commiss oners.

The appraisers reports for curbing, guttering and/or paving certain
streets provided for in Ordinances Numbered 5338, 5339 and 53.0, (known as Job
NurriUer 247) were presented, and on motion of Commissioner Stephenson, Monday,
August 8, 1949 at 7:30 o'clock P. M. was designated as a Special Meeting, at which
time the reports will be taken up and acted on by the Board of Commissioners, and
that City Clerk give notice of such meeting in the official City paper as provided
by law. Motion adopted.
The appraisers reports for Lateral Sanitary Sewers Numbered 236, 237, 238
and 239, were presented, and on motion of Commissioner Stephe_.son, Monday, August
Ah, 1949, at 7:30 o'clock P. M. was designated as a Special Meeting, at which time
the reports will be taken up and acted on by the Board of Commissioners, and that
City Clerk give notice of such Meeting in the official City as provided by law.

The following petitions were presented and referred to the City Manager:
Curbing, guttering and paving McAdams Street from Roach Street to Front
Street;
Curbing, guttering and paving Claflin Avenue from Eleventh Street to
Pershing Street;
Paving Pershing 6treet from Kirwin Avenue to Claflin Avenue;
Protesting paving of Antrim from Eighth Street to Ninth Street.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining a certain lain Sewer District in the City of Salina, designat-
ing as kain Sewer District "X"; providing for the construction of a main sewer in
said district; providing for the payment of the cost thereof and for the levying of
special assessments against the property in such district for the payment of such
cost, and for the issuing of bonds therefor." Ordinance was referred to the
Board of Commissioners.
On motion of Commissioner Ramsey the Board of Commissioners adjourned.
