07-11-1949 Minutes4 76 CSL ,iSSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS JULY 11, 1949 Regular Meeting of the Board of Commissioners July 11, 1949. Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, King, Ramsey, Stephenson and Webb and City Attorney Clark responded. The minutes of the Regular Meeting of June 27, 1949 and Regular Meeting of July 4, 1949, were read and approved as read. Pursuant to notice published in the Salina Journal bids were presented for the curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5389, 7390 and 5391 (known as Job Number 253) as follows: H.J. Taylor Construction Company, Salina, Kansas $121,111.80 Burt and Binford, Hutchinson, Kansas 126,125.60 W. Tv. Watson, Topeka, Kansas 127, 277.20 San Ore Construction Company, IvcPherson, Kansas 123,152.70 City Engineers Estimate 124,439.40 Bids were tabulated by the City Engineer. Commissioner King moved that contract be awarded to H. J. Taylor Construction Company, Salina, Kansas, as per bid submitted in the amount of $121,111.80; checks to be returned to unsuccessful bidders, and kayor authorized to sign contract on behalf I of the City of Salina, Kansas. Motion adopted. rursuant to notice published in the Salina Journal bids were presented for the paving of two alleys, provided for in Ordinance Number 5388 (Known as Job Number 255) as follows: Brown and Brown, Inc. Salina, Kansas $ 5,893.50 H.J.Taylor Construction Company, Salina, Kansas 6,007.00 City Engineers Estimate 6,487.00 Bids were tabulated by the City Engineer. Commissioner Stephenson moved that contract be awarded to Brown & Brown, Inc., Salina, Kansas, as per bid submitted in the amount of $5,893.50; checks to be returned to unsuccessful bidder; and Mayor authorized to sign contract on behalf of the City of Salina, Kansas. Commissioner Stephenson moved that contract be awarded to H. J. Taylor Con- struction Company, Salina, Kansas, as per bid submitted in the amount of $1,765.00; (. check to be returned to unsuccessful bidder; and that Mayor be authorized to sign contract on behalf of the City of Salina, Kansas. Grosser, Jr., the lots and of to act as appraisers in ascertaining valuation of certain pieces ground liable to s ecial assessment for the cost of curbing, guttering and/or paving certain streets provided for in Ordinances Numbered 5389, 5390 and 5391 . M 471 Commissioner Stephenson moved that license fee for Pin Ball Machines be 450.00 per year effective January 1, 1950• Motion adopted. Commissioner King moved that Building Inspector issue Building Permit to Cecil C. L'.allon, on Application No. 2269, 530 South Ninth Street. Motionadopted. Taxicab Drivers Applications Numbered 130, 131, 132 and 133 were presented, and on motion of Commissioner Webb approved by the Board of Commissioners. Motion adopted. The following petitions were presented and referred to he City Manager: Street Light at the corner of Connecticut Avenue and Johnstown Avenue; Six-inch water main from the present 12" main in Iron Avenue south to Gypsum Avenue; Paving Claflin Avenue from Union Pacific Railroad tracks to Osborne Street; Curbing aril guttering Beloit Street from Osborne to Quincy; Sewer, Water, Curb and Gutter to serve Lots 1 to 28 inclusive, in Block 4, Wood's Replat of Block 4 and 5, in Bond's Addition. A petition was presented to construct culvert, fill in and grade and open nirwin Avenue from Quincy Street, west to Osborne Street. Commissioner King moved that petition be tabled indefinitely. Lotion adopted. Deed was presented for c he sale of Crypts Numbered 460 and 161, Hillcrest Lemorial rmausoleum, to IdIrs. Demma B. Ulrich. On motion of Commissioner Stephenson approved by the Board of Commissioners. L'otionadopted. Concrete Construction Bonds were presented from James K. Mlliams and King- Lichaelson, Inc. On motion of Commissioner Ramsey approved by ti -e Board of Commissioners. Motion adopted. Ronald C. Smith asked permission to transfer his Cereal Malt Beverage License from 200 East Pacific Street to 1100 West Ash Street. Commissioner ping moved that permission be granted. Motion adopted. Wilson & Company, Engineers, filed Estimate Number 2 in the amount of X21,937.( to Brown & Brown, Inc., and Johnson Brothers Construction Company, for the construction of Sewage Disposal Plant. Commissioner Webb moved that estimate be approved by the Board of Commissioners. Motion a dopted. Claim was presented from Guy E. Yeager in the amount of $5.00 for automobile damage. Commissioner Webb moved that claim be rejected. Motionadopted. An ordinance was introduced for first reading entitled: "An ordinance ratifying and confirming a contract with H. J. Taylor Construction Company for the construction of certain lateral sanitary sewers in the City of Salina heretofore designated as Lateral Sanitary Sewer Districts 240, 241. and 2421p and providing for the issuance of temporary notes to pay the cost thereof, pending issuance and sale of bonds." Ordinance was referred tothe Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." Onmotion of Commissioner Stephenson the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is numbered A-166. C..ty Engineer filed plans and specifications for Lateral Sanitary Sewer Num- ber 244. On motion of Commissioner Webb same were approved by the Board of Com- missioners and the City Clerk was authorized to advertise for bids for such sewer to be received up to and including Monday, August 8th, 1)49 at 7:30 o'clock P. M. Motion adopted. A resolution was introduced and passed entitled: "A Resolution authorizing the Acceptance of a Grant Offer from the United States relating to the Development of the Sfilina :municipal Airport." On motion of Commissioner Webb the resolution was adopted as read and on its final a doption the roll was called nd the following vote was had; Ayes: Price, King, Ramsey and Webb (4) Nays: Stephenson (1) Iuayor approved the Resolution and it is numbered 1131. 478 An ordinance was introduced for second reading entitled: "An ordinance amending Section 2 of Ordinance No. 5209, and repealing said original section." On motion of Commissioner King the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is numbered 5101. A resolution was introduced for first reading entitled: "A Resolution relating to the paving of Antrim Avenue from the west line of Ninth Street to the west line of Eighth Street." Resolution was referred to the Board of Commission- ers, -- A resolution was introduced for first reading entitled: "A Resolution relating tothe paving of Kansas Avenue from the north line of Gypsum Avenue to the south line of Iron Avenue." Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance providing for and requiring the payment of a license tax for the operat,on of a Penny Arcade and other places of amusement and providing a penalty for the violation of this ordinance." On roll call the following vote was had; Ayes: King, Ramsey and Webb (3) Nays: Price and Stephenson (2). On motion of Commissioner Stephenson the Board of Commissioners adjourned. City Clerk
