Meeting was called to order by Mayor Price, the roll was called and Commissioners Price, King, Ramse , Stephenson and Webb and Acting City Attorney Yordy responded. City Attorney Clark absent. The minutes of the Regular Meeting of June 13, 1949 were ead and approved as read. City Manager reported on petition for the curbing and guttering the west side of Roach Street from Kiriwn Avenue to Claflin Avenue. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing and guttering of the west side of Roach Street from the north line of Claflin Avenue tothe so._th line of Kirwin Avenue." Resolution was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 222, and providing for the con- struction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 2414, so created, and providing forthe payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuance of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners. A letter was presented from Chief of Police, L. H. Day, recommending the revocation of Taxicab Drivers License Number 114 issued to Earl Bayliss. Commissioner Stephenson moved that matter be referred back to Chief of Police. Motion adopted. City hanager reported on protest against the paving of Fifth Street from Otis Avenue to Euclid Avenue. Referred back to City Engineer to check ownership. Persons appeared before the Board of Commissioners regarding Lateral Sanitary Sewer Number 227. latter referred to City Manager. City l„:anagen reported on protest against the paving of Third Street from Elm Street to North Street. Commissioner Ramsey made motion that Resolution Number 1123 relating tothe paving of Third Street from Elm Street to North Street be tabled and not included in Construction Ordinance. On roll call the following vote was had; Ayes: Price, Ramsey and Webb (3) Nays: King and Stephenson (2). A petition was presented for the paving of Kansas Avenue from Gypsum Avenue to Iron Avenue. Petition was referred to the City Manager. A petition was presented fDr he opening of alley between Tenth Street and Eleventh Street from Pacific to Harsh. Petition was referred to the City Manager. Taxicab Drivers Applications Numbered 126, 127 and 128 were presented and on motion of Commissioner Webb approved by the Board of Commissioners. A petition was presented from W. M. Garrison to rezone to "B” Residential, Lots 2, 4 and 6 in Block 6, Sunnyside Addition. Petition was referred to the City Planning Commission. Letter was presented from City Planning Commission recommending that Lot Number 7, Block 21 Leavenworth Addition, not be rezoned from "A" Residential to "C" Commercial. Commissioner Webb moved to accept recommendation of City Planning Com- mission. Motion carried. Letter was presented from City Planning Commission recommending that Marietta Street extending from the west line of Broadway, west to Dry Creek not be vacated. Commissioner Webb moved to accept recommendation of City Planning Commission. Notion I carried. An ordinance was introduced for second reading entitled: "An ordinance establishing Republic Avenue as a through highway except at certain intersections." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll wascalled and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is numbered 5395. 470 City Engineer submitted Final Estimate of Cost in the amount of $6728.85 to H. J. Taylor Construction Company for the construction of Lateral Sanitary Sewers Numbered 236, 237, 238 and 239, under Contract awarded May 16, 19494, (known as Job Number 251)• On motion of Commissioner Stephenson approved by the Board of Commissioners. lotion adopted. A resolution was introduced entitled: "A Resolution relating to the issu- ance of Temporary Note in the amount of 487M85-" On motion of Commissioner Stephenson the resolution was adopted as read and on its finaladoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the Resolution and it is Numbered 1127. The above resolution is recorded in full on Page 144, Resolution Book Number 4. City Engineer submitted Partial Estimate Number 3 in the amount of $5884.81 to H. J. Taylor Construction Company for the construction of curbing, guttering and/or paving improvements, under contract awarded October 18th, 1948, (Known as Job Number 247). On motion of Commissioner King approved by the Board of Commissioners. Motion adopted. A resolution was introduced entitled: "A Resolution authorizing and providing for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of :5,884.81 to pay a portion of the cost of improving certain streets in the City of Salina, to be designated as Series PT -3 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Layor approved the resolution and it is Numbered 1128. Taylor Construction Company, for the construction of curbing, guttering and/or paving improvements, under contract awarded August 30, 1948, (known as Job Number 245)• On motion of Commissioner Stephenson approved by the Board of Commissioners. Motion adopted. A resolution was introduced entitled: "A Resolution authorizing t.nd pro- viding for the issuance of Temporary Note of the City of Salina, Kansas, in the sum of '012,891.90 to pay a portion of the cost of improving certain streets in the City of Galina to be designated as Series PT -21 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the resoluton and it is numbered 1129. The above resolution is recorded in full on Pages 148, 149 and 150, Resolu- tion Book Number 4. City Engineer submitted his approval for curbing, guttering and/or paving improvements provided for in contract awarded August 30th2 1948, (known as Job Number 2J45)• Commissioner Stephenson moved that approval be accepted by the Board of Commissioners. Motionadopted. City Engineer submitted Final Estimate of cost for curbing, guttering and/or paving improvements provided for in Contract awarded August 30th, 1948, (known as Job Number 245). Amount $116,893.88 Commissioner Webb moved that Estimate be approved by the Board of Commissioners. Motion adopted. City Engineer filed plans and specifications for curbing, guttering and/or paving improvements provided for in Ordinances Numbered 5389, 5390 and 5391, (Known as Job No. 253). Commissioner King moved that same be approved by the Board of Commissioners and that City Clerk be instructed to advertise for bids for such im- provements tote received up to and including Monday, July 11th, 1949 at 7:30 o'clock P. Iii. Motion adopted. City Engineer filed plans and specifications for the paving of two alleys provided for in Ordinance Number 5388 of the City of Salina, Kansas, known as Job Number 255. Commissioner King moved that same be approved by the Board of Com- missioners, and that City Clerk be authorized to advertise for bids to be received up to and including Monday, July 11th, 1949 at 7:30 o'clock P. On motion of Commissioner King same were approved by the Board of Commissioners and the QUy Clerk was instructed to advertise for bids tote received up to and including Monday, July 11th, 1949 at 7:30 o'clock P. Commissioner adopted. relating to and apportioninb and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, gutty paving and grading of Norton Street from the north line of Claflin Avenue to t hi north line of Kirwin Avenue; for the curbing, guttering, paving and grading of Quincy Street from the north line of Claflin Avenue to the north line of Yiirwi n and fbrTLhe curbing, guttering, paving and grading of Woodland avenue from the line of Ninth Street tothe east line of Broadway Boulevard; and relating to and viding for the collection and payment of such assessments." Ordinance was referred to the Board of Commissioners. An ordinance was introduced for first reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of grourd in the City of Salina, Kansas, to pay the cost of curbing, guttering and grading of Fifth Street from the center line of Hamilton Avenue to the center line of Antrim Avenue; for the curbing, guttering and grading of Hamilton Avenue from the west line of Ninth Street tothe east line of Eleventh Street; for the curbing, guttering and grading of Harsh Avenue from the center line of Santa Fe Avenue to the center line of Seventh Street; for t he curbing, guttering and grading of Stapler Avenue from the east line of Ohio Street tothe east line of Delaware Avenue; and relating to and providing forthe collection and payment of such assessments." Ordinance was referred to the Board of Commissioners.
