Regular Meeting of the Board of Commissioners June 13, 1949. Idieeting
was called to order by Mayor Price, the roll was called and Commissioners Price,
King, Ramsey, Stephenson and debb and Acting City Attorney Yordy responded.
C.ty Attorney Clark absent.
The minutes of the Regular 1,1eetGing of June 6, 1949 and Special Meeting
of June 6, 1949 were read and approved as read.
An ordinance was introduced for first reading entitled: "An ordinance
establishing Republic Avenue as a through highway except at certain intersections."
Ordinance was referred to the Board of Commissioners.
American Legion Club Post #62 asked permission to transfer their Cereal
Dalt Beverage License from 122 North Fifth Street to 142 South Seventh Street.
Commissioner King moved that permission be granted. Motion adopted.
A remonstrance was filed by the SJohn's School, against the paving
of Fifth Street from Otis Avenue to Euclid venue. Referred to the City
Manager.
A remonstrance was filed against the paving of Third Street from Elm
Street to North Street. Referred tothe City Manager.
Taxicab Drivers Applications Numbered 122, 123, 124 and 125 were presented
and on motion of Commissioner Stephenson approved by the board of Commissioners.
A petition was presented for the curbing and guttering the west side of
Roach Street between Kirwin Avenue and Claflin Avenue. Referred to ::he City
Manager. I
A petition was presented for the rezoning of Lot 7, Block 2, Leavenworth
Addition to "C" Commercial D_,ztrict, and vacation of Iularietta Street west of
Broadway to Dry Creek. Referred tothe City Planning Commission. I
Letters were presented from the City Planning Commission recommending the
rezoning of Lot 25, Block 3, Highland Court Addition, Salina, Kansas; and Lot 34
on Kirwin Avenue in the Grounds of Kansas Viesleyan University, City of Salina, Kansas
from Class "A" Residential to Class "B" Residential. Commissioner Stephenson
moved that recommendations be a,, -.proved by the Board of Commissioners and that City
Clerk give thirty days notice in the official City paper of intent to rezone from
Class "A" Residential to Class "B" Residential, Lot 25, Block 3, Highland Court
Addition; and Lot 34, Kirwin Avenue, Grounds of Kansas Wesleyan University, Salina,
Kansas. Motion adopted.
A resolution was introduced for second reading entitled: "A Resolution
relating to he curbing and guttering of Venango Street from east line of Hancock
Street tothe west line of Merrill Street."
On motion of Commissioner Stephenson the resolution was adopted as read
and on its final adoption the roll was called and the following vote was had;
Ayes: Price, King, Ramsey, Stephe::son and Vlebb. (5) Nays: (0) Mayor approved
the resolution and it is numbered 1125.
The above resolution is recorded in full on Page 142, resolution Book
dumber 4.
A resolution was introduced for second reading entitled: "A resolution
relating to�he paving of Kirwin Avenue from the west line of Fourth Street to the
west lisle of Osborne Street."
On motion of Commissioner Ramsey the resolution was adopted as read and
on its final adoption the roll was called and the followin vote was had; Ayes:
Price, King, Ramepy, Stephenson and tiJebb (5) Nays: (05 Mayor approved the
resolution and it is numbered 1126.
The above resolution is recorded infull on Page 143, Resolution Book
Number 4. '

An ordinance was introduced for second reading entitled: "An ordinance
providing for the inclusion of certain lands in the City of Salina, Kansas, in
the "B" Residential District as that district is defined by Section 4 of Ordinance
Number 3188 and providing for the proper uses thereof."

On motion of Commissioner Stephenson the ordinance was read and adopted
by sections and on its final adoption the roll was called and the following vote
was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) days: (0)

creating and defining a certain laterals anitary sewer district in the City of
Salina, Kansas, designated as Lateral Sanitary Sewer District Number 243, and
Ij providing for the construction of a lateral sanitary sewer in said Lateral Sanitary
Sewer District Number 213, so created, and providing for the payment of the cost
thereof and for the levying of special assessments against the property in said
district for the payment of the cost of such construction of and for the issuing of
bonds to pay the cost thereof."
On motion of Commissioner King the ordinance was ead and adopted by sec-
tions and on its final adoption the roll was called and the following vote was
had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved
the ordinance and it is numbered 5387.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the paving and grading of a certain north and south public alley
between Twelfth Street and Thirteenth Street from the south line of aLshop Street ,
south tothe south line of Lot 61 extended west, on Twelfth Street, in Weaver's
Second Addition, and providing for the paving and grading of a certain alley lying
between Tenth Street and Eleventh Street from the south line of Woodland Avenue,
thence south 200 feet, and providing for the cost thereof, how the cost thereof shall
be assessed and the manner of payment thereof."
On motion of Commissioner Stephenson the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, Idng, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor
approved the ordinance and it is numbered 5388.
An ordinance was introduced for second reading entitled: "An ordinance
providing for the curbing, guttering, paving and grading of Reynolds Street from
the center line of North Street to the center line of Lincoln Street; and for the curb-
ing, guttering, paving and grading of Seventh Street from the center line of
Decatur S reet to the center Jbf Grand Avenue; and the curbing, guttering, paving and
grading of Tenth Street from the north line of Woodland Avenue to the south line of
Proadway Boulevard, and providing for the payment of the cost thereof, how the same
shall be assessed and the manner of payment of the cost thereof."
On motion of Commissioner Webb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price, .King, Ramsey, Stephenson and Webb (5) Nays: (0) T��ayor approved the
ordinance and it is numbered 5389.
An ordinance was introduced for second reading entitled: "An ordinance
provding for the paving and grading of Eighth Street from the north line of
Antrim Avenue tothe south line of Otis venue; for the paving and grading of
Eleventh Street from the south line of Pacific Avenue to the north line of Harsh
Avenue; and for the paving and grading of Funston Street from the south line of
Republic Avenue to„he north line of Sunset Drive; for the paving and grading of
Hamilton Avenue from the west line of Ninth Street to the west line of Eleventh
Street; and for the paving and grading of Hancock Street from the north line of
Venango Street tothe south line of Republic Avenue; for the paving and grading of
Jewell Avenue from the west line of Ninth Street to the west line of Eleventh
Street; for the paving and grading of Montrose Street from the north line of
Charles Street to he north line of Prescott Avenue; for the paving and grading of
Pershing Street from the north line of Jewell Avenue to the north line of Kirwin
Avenue; for the paving and grading of Tenth Street from the south line of Harsh
Avenue to he south line of Pacific Avenue; for the paving and grading of Thirteenth
Street from the north line cif Lincoln Avenue tothe north line of North Street;
and for the paving and grading of Thirteenth Street from the south line of Broadway
Boulevard tothe south line of Lincoln Avenue.11
On motion of Commissioner Webb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had:

providing for the curbing, guttering and grading of Fifth Street from the north
line of Antrim Avenue, tothe center line of Otis Avenue; for the curbing, guttering
and grading of Grand -venue_ from the west line of Tenth Street to,he west line of
Eleventh Street; for he curbing, guttering and grading of Illinois Street from
the west line of Sheridan Street tothe east line of Merrill Street; for the curbing,
and guttering and grading of Illinois Street from the west line of Merrill Street to
the east line of Hancock Street; for the curbing, guttering and grading of Kirwin
Avenue from the west line of Pershing Street to the center line of Funston�treet;
for the curbing and guttering and grading of Reynolds Street from the center line
of Lincoln Street tothe center line of Broadway Boulevard; for the curbing, guttering -
and grading of Third Street from the north line of Republic Avenue to the south
line of Lot 13, projected west, Block 5, in Hutchinson's Addition in the City of Salina,
being approximately 453 feet north and south; and providing for the payment of the
cost thereof, and how the same shall be assessed and the manner of payment thereof."
On motion of Commissioner Webb the ordinance was ead and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5391.
An ordinance was introduced for second reading entitled: "An ordinance
regulating the manufacture, sale, transportation, possession, consumption and use
of alcoholic ligLor within the corporate limits of the City of Salina; prescribing
penalties for the violation of its terms, and repealing Ordinance Number 5367•"
On motion of Commissioner Ramsey the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was
had; Ayes: Price, King, Ramsey, Stephenson and Webb. (5) Nays: (0) Mayor
approved the ordinance and it is numbered 5392•
An ordinance was introduced for second reading entitled: "An ordinance

levying a license tax on retailers of alcoholic liquors by the package in the
City of Salina, Kansas."
On motion of Commissioner Ramsey the ordinance was read and adopted by --
sections and on its final adoption the roll was alled and the following vote
was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor
approved the ordinance and it is numbered 5393•
An ordinance was introduced for second reading entitled: "An ordinance
relating to and apportioning and levying special assessments on certain lots and
pieces of ground in the City of Salina, Kansas, to pay the cost of constructing
Lateral Sanitary Sewers in Lateral Sanitary Sewer Districts Numbered 224, 225,
226, 227, 228, 229, 230, 231, 232, 233, 234 and 235, relating to and providing
for the collection and payment of such assessments."
On motion of Commissioner Webb the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Price , King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor
approved the ordinance and it is Numbered 5394•
On motion of Commissioner Stephenson the Loard of Commissioners adjourned.
