Regular Meeting of the Board of Commissioners May 23, 1949. Meeting was
called to order by Mayor Price, the roll was called and Commissioners Price, King,
Ramsey, Stephenson and Webb and City Attorney Clark responded.
The minutes of the Regular Meeting of May 16, 1949 were read and approved
as read.
Vern Clements, J. M. Brown and Raymond Haggart, representing Chamber of
Commerce Local Affairs Committee, appeared before the Board of Commissioners asking
them to do something about City Dump. They suggested to do away with it and beautify
it or fill it in. Mayor advised them the matter would be considered in next
years Budget.
Commissioner Webb moved that City Ivianager order Traffic Lights for the
following intersections:
Walnut and Seventh
Iron and Seventh
Ash and Seventh
Ash and Fifth
6alnut and Fifth
Motion adopted.
A resolution was introduced for first reading entitled: "A Resolution
relating to the curbing, gutter:4V and paving Third Street from the north line of
Elm Street to the south line of North Street." Resolution was referred to the
Board of Commissioners.
Concrete Construction Bond was presented from Mathew Duffy , and on motion f
of Commissioner Stephenson approved by the Board of Commissioners. Carried. `
Application for taxicab drivers license for the year 1949 presented from
Lloyd Ii. Cook. Commissioner King moved to accept recommendation of Chief of
Police and reject application. Lotion adopted.
A petition was presented for sewer in Block 2, Stack Place Addition. Peti-
tion was referred to the City Manager.
A petition was presented for the curbing and guttering of Venango Street from
Hancock to kerrill. Petition referred to City Manager.
A petition was presented from Arthur P. Johnson, et al., asking for ample
storm sewerage capacity to take care of the water which originates east of Roach
Avenue, which due to the norrlal water shed has always drained into the slough three
or four blocks west of Roach Avenue. Petition was referred to the City Manager.
No persons appeared to protest against the rezoning of Lots 2,4,6,8,10,12,
14 and 16, Block 2 North Park Addition, from "C" Commercial to ''D" Light Industrial.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the kembval:_of .certain land&.'.in the City of Salina, Kansas, from the
"C Comm:rcial District as that district is defined by Section 5 of Ordinance Number
318 and said ordinance as amended, and for the inclusion of said lands in the
"D" Light Industrial District as that district is defined by Section 6 of Ordinance
Number 3188 and providing for the proper uses thereof." Ordinance was referred
to the Board of Commissioners.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the inclusion of certain land within the corporate limits of the
City of Salina, prescribing the corporate limits of said City and repealing Section
5 of Ordinance Number 5353•" Ordinance was referred to the Board of Commis-
sioners.
A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing and guttering of Front Street from the north line of
Republic Avenue to the center line of Crawford Avenue."
On motion of Commissioner Stephenson the resolution was adopted as read
and on its final adoption the roll was called and the following vote was had; Ayes:
Price, King, Ramsey, Stephenson and Webb (5) plays: (0) Mayor approved the
resolution and it is numbered 1118.

A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing and guttering of Third Street from the south line of Prescott
Avenue to the center line of Crawford Avenue."
On motion of Commissioner Stephenson the resolution was adopted as read and
on its finaladoption the roll was called and the following vote was had; Ayes: Price,
King, Ramsey, Stephenson and Webb (5) Nays: (0) Naycr approved the resolution
and it is numbered 1119•

A resolution was introduced for second reading entitled: "A Resolution
relating to the curbing, guttering and paving Quincy Street from the south line of
Beloit Street to the south line of Kirwin Avenue . "
On motion of Commissioner King the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Price,
King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the resolution
and it is numbered 1120.

An ordinance was introduced for second reading entitled: "An ordinance
creatin and defining a certain lateral sanitary sewer districts in the City of
Salina, Kansas, to be designated as Lateral Sanitary Sewer Districts Numbered 241
and 242, and providing for the construction of Lateral Sanitary Sewers in said Lateral
Sanitary Sewer Districts Numbered 241 and 242, so created and providing for the payment
of the cost thereof and for the levying of special assessments against the property
in said Districts for the payment of the cost of such construction and for the issuing
of bonds to pay the cost therepf."
A resolution was introduced entitled: "A Resolution relating to provision
for the development of a City Plan for general public purposes and specifically in
order to facilitate the industrial development of the City of Salina and providing
for the payment of the cost thereof . "
On motion of Commissioner King the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Price,
King, Ramsey, Stephenson and Viebb (5) Nays: (0) Mayor approved the resolution
and it is numbered 1121.

An ordinance was introduced for second reading entitled: "An ordinance
for the construction of certain sidewalks for the payment of the cost thereof
providing
and how the same shall be assessed and the manner of payment therefor."
On motion of Commissioner Ramsey the ordinance wasread and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had)-
ad;Ayes:

An ordinance was introduced for second reading entitled: "An ordinance

An ordinance was introduced for second reading entitled: "An ordinance
authorizing and providing for the issuance of bonds of the City of Salina, Kansas, in
the sum of $1752000.00 to pay the cost of erecting and equipping a public building,
to -wit: a fire station within and for the City of Salina, to be designated as Series
F-146. 11
On motion of Commissioner King the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the
ordinance and it is numbered 5379•
City Engineer filed Plans and Specifications for the construction of Lateral
Sanitary Sewer Number 240. On motion of Commissioner Webb approved by the Board of
Commissioners.
City Engineer reported on tabulation of bids received May 16, 1949 for two
centrifugal pumps with motors. Commissioner Stephenson moved to accept bid of Salina
Supply Company for $4754.00. Notion adopted.

An ordinance was introduced for first reading entitled: "An ordinance
ratifying and confirming a contract with the H. J. Taylor Construction Company for
the construction of certain lateral sanitary sewers in the City of Salina, heretofore
designated as Lateral Sanitary Sewer Districts 236, 237, 238 and 239, and providing
for the issuance of temporary notes to pay the cost thereof pending issuance and
sale of bonds." Ordinance was referred to the Board of Commissioners.
Appraisers reports for the construction of Lateral Sanitary Sewers
Numbered 224 to 235 inclusive,were presented and on motion of Commissioner Stephen-
son, Monday, June 6th, 1949 at 7:30 o'clock P. M. was designated as a Special
Meeting to act onsaid reports, and that City Clerk give notice of such meeting in
the official City paper as provided by law. Motion adopted.
City Manager reported on petition against the paving of Hancock Street
from Venango to Republic, that petition was insufficient. Ordered filed.
On motion of Commissioner Webb, seconded by Commissioner Ramsey, the
following motion regarding Water Softening Plant was introduced:
I move that the Commissioners assume the following
future policy:
That a Water Softening Plant to produce water of
less than 100 parts hardness per million gallons be con-
structed.
That Serial Revenue Bonds be issued in a necessary
amount to be retired from the earnings of the Water
Department and not from General Taxation.
Actual construction of the plant to be commenced
not later than January 1, 1951.
For financing reasons the present water rates
to be increased fifty per cent (50%), and that after
completion of the rate structure study, the rates be
adjusted to support the cost of soft water.
On roll call the following vote was had; Ayes: Price, Ramsey,
Stephenson and Webb (4) Nays: King (1)
On motion of Co mmissi oner King, seconded by Commissioner Stephenson
a resolution was introduced entitled: "A Resolution relating to the calling of a
Special Election for the purpose of submitting a proposition for the authorization
of General Obligation Bonds to pay a part of the cost of extending and enlarging the
Municipal Waterworks of the City of Salina, Kansas."
On roll call the following vote was had; Ayes: King and Stephenson (2)
Nays: Price, Ramsey and Webb (3)
On motion of Commissioner King the Board of Commissioners adjourned.

Special Meeting of the Board of Commissioners May 23, 1949. Meeting was
