MAY 16, 1949 Regular I�Ieeting of the Board of Commissioners iuiay 16, 1949. iVeeting was called to order by Mayor Price, the roll was called and Commissioners Price, King, Ramsey, Stephenson and Vvebb and Acting City Attorney Yordy responded. City Attorney Clark absent. The minutes of the Regular Meeting of Lay 9, 1949 wereread and approved as read. Jay Hines appeared and presented plans and price from Merrill Electric Com- pany for lights on Tennis Courts, at a cost of $2100.00. Commissioner King moved to refer to City kanager for checking and his recommendation. Carried. iter. S. Herbert Hare appeared before the Board of Commisioners and outlined what his company would do with regard to a City Planning program, amount of $9,000.00 to $9,500.00; an additional of $600.00 if 500 copies are to be made for distribution. Commissioner Stephenson moved that Hare & Hare make survey and prepare comprehensive plan. Carried. Dr. L. S. Nelson, Sr., appeared before the Board of Commissioners regarding full time County and City Health Unit. Commissioner King moved that City Manager make arrangements for meeting with County Commissioners, the last week in May to dis- cuss the plan. Dr. Nelson was asked to be present. Carried. Commissioner Webb moved that City D -tanager write City Planning Commission that City Commissioners have retained Hare & Bare to draw up comprehensive City Plan, and ask them to hold any new zoning to a minimum. Carried. Thereupon, pursuant to published notice the matter of the sale of 41753000.00 of bonds of the City of Salina was considered, the sealed proposals of each offerer therefor, were opened and read, the proposal of the Commerce Trust Company being low interest cost to the City and in the following amounts: Interest on X135,000.00 of Bonds at 14 per centum, and interest on $40,000.00 of bonds at 12 per centum per annum, accrued interest to date of delivery with a bonus to the City in the sum of ;'63.00, a certified check in the amount of :;'3600.00 accompanied the proposal and offer. Thereupon, on motion duly made by Commissioner King and seconded by Commis- sioner Ramsey said proposal and bid was accepted by the City and the Mayor was directed to execute on behalf of the City the contract relating to the sale of said bonds. An ordinance was introduced for first reading entitled: "An ordinance authorizing and providing for the issuance of bonds of the City of Salina, Kansas, in the sum of $175,000.00 to pay the cost of building and equipping a public fire station, within the City to be designated as Series F-146." Ordinance was referred to the Board of Commissioners. Bids were received for two centrifugal pumps with motors as follows: Joplin Machinery Company, Joplin, Missouri $6000.00 Smith and. Loveless Merriam, Kansas 5520.00 Salina Supply Company Salina, Kansas 4754.00 Engineers Estimate 5790.00 Commissioner Webb koved that bids be referred to City Engineer for checking and report at meeting of Nionday, May 23, 1949. Carried. Taxicab Drivers Applications Numbered 120 and 121 were presented and on motion of Commissioner King approved by the Board of Commissioners. A petition was presented to rezone to "B" Residential Lots 9, 10, 11, 12,13, 14,15 and 16 in Block 6, Bond's Addition, Salina, Kansas. Referred to City Planning Commission. I A petition was presented for the paving of 200 Block on East Kirwin Avenue between Fourth Street and Osborne. Referred to City Manager. Letter was presented from the City Planning Commission recommending that Blocks 5, 6,7 and 8 in Stack Place, Saline County, Kansas, be included within the corporate limits of the City of Salina, Kansas, Commissioner Stephenson moved to accept recommendation of City Planning Commission. Carried. rursuant to notice published in the Salina Journal bid was presented for the construction of Lateral Sanitary Sewers Numbered 236, 237, 238 and 239 as follows: H.J.Taylor Construction Company, Salina, Kansas $9879.99 City Engineer's Estimate $10,090.00 Bid was tabulated by the City Engineer. Commissioner Stephenson moved that contract be awarded to H. J. Taylor Construction Company as per bid submitted in the amount of $9,879.00, and that payor be authorized to sign contract on behalf of the City of Salina for such improvements. Motion adopted. heyor appointed J. Earl Wyatt, Wm. F. Grosser, Jr., and John Frederick to act as appraisers in ascertaining the valuation of certain lots and pieces of ground liable to special assessment for the cost of constructing Lateral Sanitary Sewers Numbered 236, 2373 238 and 239 in the City of Salina, Kansas. On motion of Commissioner Stephenson appointments were confirmed by the Board of Commissioners. Iv,otion adopted. A resolution was introduced for second reading entitled: "A Resolution relating to the paving of Third Street from the north line of North Street to the south line of Union Pacific Right -of -Way." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, dhd� WebbT W Nays: Stephenson (T) Mayor approved the Resolution and it is numbered 1113• The above resolution is recorded in full on Page 123, Resolution Book Number 4. A resolution was introduced for second reading entitled: "A Resolution relating to the paving of Fifth Street from the south line of Otis Avenue to the south line of Euclid Avenue." On motion of Commissioner Webb the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey and Webb (4) days: Stephenson (1) Mayor approved the resolution and it is numbered 1114. A resolution was introduced f or second reading entitled: "A Resolution relating tothe curbing and guttering of Quincy Street from the north line of Republic Avenue to the south line of Beloit Street." On motion of Commissioner Stephenson the resolut on was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Layor approved the Resolution and it is numbered 1115. A resolution was introduced for second reading entitled: "A Resolution relating tothe curbing and guttering of Thirteenth Street from the south line of Grand Avenue tothe center line of Broadway Boulevard." On motion of Commissioner Stephenson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the reso- lution and it is numbered 1116. A resolution was introduced entitled: "A Resolution relating to t he issuance of Temporary Notes in the amount of $3886.20; $1263.77 and $14,456.50." On motion of Commissioner Stephenson the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the reso- lution and it is numbered 1117. Ordinance was referred to the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, Ramsey, King, Stephenson and Webb (5) Nays: (0) payor approved the resolution and it is numbered A-461. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Stephenson the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey, Stephenson and Webb (5) Nays: (0) Mayor approved the ordinance and it is numbered A-462. City Manager reported on remonstrance against the curbing and guttering of Grand Avenue from Tenth Street to Eleventh Street, that same was insufficient, (Resolution Number 1089). Same was ordered filed. An ordinance was introduced for first reading entitled: "An ordinance creat- ing and defining certain lateral sanitary sewer districts in the City of Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 241 and 242, and pro- viding for the construction of Lateral Sanitary Sewers ins said Lateral Sanitary Sewer Districts Numbered 241 and 242, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." Ordinance was referred to the Board of Commissioners Building Application Number 2197 was presented from John W. Logan. Commissioner A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing and guttering of Third Street -from the south line of Prescott Avenue to the center line of Crawford Avenue." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing, guttering and paving Quincy Street from the south line of Beloit Street to the south line of Kirwin Avenue." Resolution was referred to the Board of Commissioners. On motion of Commissioner Stephenson the Board of Commissioners adjourned. City Clerk L Webb moved that same be approved as required .Motion adopted. by Ordinance Number 4102, Section 37-311. A resolution was introduced for first reading entitled: "A Resolution relating to the curbing, guttering and paving of Crawford Avenue from the east line of Fourth Street to the east line of Fifth Street..".. Referred to Board of Commissioners. A resolution was introduced for first reading entitled: "A nesolut-on relating tot he curbing and guttering of Front Street from the north line of Republic Avenue to the center line of Crawford Avenue." Resolution was referred to the Board of Commissioners. A resolution was introduced for first reading entitled: "A Resolution relat- ing to the curbing and guttering of Third Street -from the south line of Prescott Avenue to the center line of Crawford Avenue." Resolution was referred to the Board of Commissioners.
