Regular Meeting of the Board of Commissioners April 25, 1949. Meeting
was called to order by Acting Mayor Stephenson, the roll was called and Commis-
sioners King, Ramsey, Stephenson and Webb and City Attorney Clark responded.
Commissioner Price absent.
The minutes of the Regular Meeting of April 18, 1949 were read and approved
as read.
Commissioner Ramsey moved that operators of Shuffle Board Machines and
14iniature Pool Tables be required to pay a license of X25.00 per year, commencing
July 1, 1949. To be included in Revised Ordinances. Motion adopted.
Commissioner King moved that an _rdinance be placed on first reading for
the vacation of Riverside Drive in Wight's Addition (North of Ash Street and west
of Oakdale Avenue), subject to utility rights. motion adopted.
An ordinance was introduced for first reading entitled: "An ordinance
providing for the vacation of a portion of Riverside Drive, subject to reservations
in the City of Salina, Kansas." Ordinance was referred to the Board of Commis-
sioners.
A letter was presented from the City Planning Commission recommending that
Lots 3 and 5 in Block 19, E. 144 I. Addition, City of Salina, Kansas, be rezoned
from Class "A" Residential to Class "L" Residential. Commissioner King moved
that recommendation be accepted by the Board of Comms ssioners, and that City Clerk
give thirty days notice in the official City paper of intent to rezone from Class
"A" Residential to Class "B" Residential Lots 3 and 5, Block 19, E. M. I. Addition,
City of Salina, Kansas. iv;otion adopted.
A letter was presented from the City Planning Commission recommending the
construction of a new Filling Station by the Skelley Oil Company on the South 50
feet of the East 100 feet of Lot 10, Block 17, South Park Addition. (Building
Application Number 2117). Commissioner King moved to accept and approve
recommendation for Building Application No. 2117. Lotion adopted.
Applications for taxicab drivers license Numbered 116 and 117 presented, and
on motion of Commissioner Ramsey approved by the Board of Commissioners. Carried.
A petition was presented for the erection of a fence around the Sewage
Pumping Station at 857 Sherman Street. Referred to the City Manager.
A petition was presented for a street light at Ninth Street and Wilson
Street. Referred to the City Manager.
A petition was presented for the construction of a sanitary sewer in
Block 8, Morningside Addition. Referred to he City Manager.
A petition was presented for the paving of Fifth Street from Otis Avenue
to Euclid Avenue. Referred to the City Manager.
A petition was presented for the paving of Fairview Street from Eleventh
Street t o Sherman Street. Referred to petit -Loners for another petition, cannot
accept with amounts showing cost to property owners.
A resolution was introduced for second reading entitled: "A Resolution
relating to the paving of Hancock Street from the north line of Venango Street to
the south line of Republic Avenue."
On motion of Commissioner Ramsey the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Stephenson, King, Ramsey, and Webb (4) Nays: (0) Commissioner Price absent.
Acting i'yayor approved the resolution and it is numbered 1109.
The above resolution is recorded in full on Page 115, Resolution Book
Number 4.
Commissioner King made motion authorizing the Acting Mayor to sign Quit
Claim Deed to Stephenson D. ltearwin, David H. Rearwin, Penelope Rearwin, Linda Lee
Rearwin and Diane Rearwin, on Lots 180, 182 and 184 on Eighth Street, Original Town
of Salina. Carried.
City Engineer filed Plans and Specifications for the construction of
Lateral Sanitary Sewer Number 239. Commissioner Ramsey moved to accept, and
the City Clerk was instructed to advertise for bids to be received up to and includ-
ing 1..onday, kay 16th, 1949 at 7:30 o'clock P. M. motion adopted.

City Manager reported on petition for the paving of Fourth Street from
Prescott Avenue to Crawford Avenue. Commissioner VVebb moved that petition be
filed, and to notify petitioners that street cannot be paved unless the property
owners next adjacent east of the present dedicated street deed sufficient land for
street purposes so that the paving can be confined to the dedicated street. Motion
adopted.
City Manager reported on petition for the construction of a lateral sanitary
sewer from the alley between Beloit Avenue and Republic Avenue, north along the parking
on the east side of Osborne Street across Republic Avenue to service Lots 2, 4, 6, 8,
10 and 12, Block 6, Sunnyside Addition to the City of Salina, Kansas. Commissioner
Bing moved that VV. 1Ji. Garrison be allowed to construct sewer under supervision and
specifications as set forth by the City Engineer, he to pay all costs for complete
job. Notion adopted.
A resolution was introduced for first reading entitled: "A Resolution
relating to the paving of Eleventh Street from the south line of Pacific Avenue to
the north line of harsh Street." Resolution referred to the Board of Commis-
sioners.
An ordinance was introduced for first reading entitled: "An ordinance cre-
ating and defining a certain lateral sanitary sewer district in the City of Salina,
Kansas, designated as Lateral Sanitary Sewer District Number 240, and providing fcr
the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District
�umjer 240, so created, and providing for the payment of the cost thereof and for
the levying of special assessments against the property in said district for the
payment of the cost of such construction and for the issuing of bonds to pay the
cost thereof." Ordinance was referred to the Board of Commissioners.
Chas. VV. Shaver, submitted detailed estimate of cost of Fire Station in
Salina, Kansas, in full compliance with Resolution Number 1106 adopted and approved
by the Board of Commissioners April 18, 1949. Commissioner Ramsey moved that
estimate be filed and that City Clerk advertise for bids for the sale of Fire Station
Bonds in the amount of $175,000.00 to be received up to and includlig, lionday, May
16th, 1949 at 7:30 o'clock P. M. Lotion adopted.
Bids were received for the construction of Sewage Disposal Plant as follows:
Young Construction Company, S+. Joe, Missouri $382,914.00
Douglas Construction Company, Topeka, Kansas 3963000.00
Rhoades Construction Company, Newton, Kansas 397,000.00
Carrothers Construction Company, Paola, Kansas 358,900.00
Brown & Brown, Inc., and Johnson Borthers
Construction Company, Salina, Kansas 348,000.00
Engineer's Estimate of Cost in the amount of 086,272.00 was read.
Bids were tabulated by Wilson & Company, Engineers.
Commissioner King moved that contract be awarded to Brown & Brown, Inc.,
and Johnson Brothers Construction Company, of Salina, Kansas, as per their bid sub-
mitted in the amount of $348,000.00, and that Bonds be returned to unsuccessful bidders
Motion adopted.
On motion of Commissioner Webb the Board of Commissioners adjourned.
