Iveeting was J called to oraer by Layor trice, the roll was called and Commissioners Price, King, Ramsey and Webb and City Attorney Clark responded. Commissioner Stephenson absent. The minutes of the Regular Meeting of April 11, 1949 were read and approved as read. A letter was presented from L. H. Day, Chief of Police, relating to revoca- tion of Taxi Drivers License issued to William E. Shumate. Commissioner King moved that license be reinstated, and on roll call the following vote was had; Ayes: Price, King and Ramsey (3) flays: Webb (1) Commissioner Stephenson absent. Commissioner Webb made motion that City lvianager negotiate Agreement with Kansas Power & Light Company to put a twelve -foot antenna on top of Stand Pipe near the Gypsum Hill Cemetery, and a small Control Building, contingent on approval of C. A. A. that same will not interfere with approach to Airport. Lotion adopted. Applications for Taxicab Drivers License numbered 111 and 115 presented, and on motion of Commissioner King approved by the Board of Commissioners. kotion adopted. A petition was presented for the construction of a sewer in alley between Front and Second Streets from Forest to Woodland. Petition was referred to the City Manager. j A petition was presented for the curbing and guttering of Lincoln Avenue I from Reynolds Street west to Broadway. Petition was referred to the City Manager. I Application for Cereal Malt Beverage License for the year 1949 presented as follows: f CASE RETAILER _"INDIVIDUAL" _ Name of Applicant Name and Location of _ Place of Business Watson Hunt Pacific Street Grocery 200 East Pacific Commissioner King moved that applications be approved and license granted. Lotion adopted. Application was presented asking for the transfer of Taxicabs numbered 40, 41, 43 and 44 from Veterans Cab to Bell 'Taxi. Commissioner Webb moved that permission be granted by the Board of Commissioners. iuiotion adopted. Letter was presentedfrom the City Planning Commission recommending that Riverside Drive in Wight's Addition (north of Ash Street and west of Oakdale Avenue) not be vacated. Commissioner Webb moved that action be deferred one week. ;Motion adopted. I Letter was presented from City Planning Commission relating to petition ! received from E. C. Franklin for the rezoning of Lots 3 and 5, Block 15, E. M. I. r Add--i-tion., Salina, Kansas, from "A" Residential to "B" Residential. Commissioner King moved that same be referred to City manager for plans. Motion adopted. Letter was presented from the City Planning Commission recommending that South 522 feet of Lots 62 and 64, and the East 18.8 feet of the South 522 feet of Lot 66, all on Ash Street in Wilson's Addition be rezoned from "A" Residential to "B" Residential. Commissioner riing moved that recommendation be accepted by the Board of Commissioners, and that City Clerk give thirty days notice in the official City paper of intent to rezone from Class "A" Residential to Class "B" Residential the South 522 feet of Lots 62 and 64 and the East 18.8 feet of the South 522 feet of Lot 66, All on Ash Street in Wilson's AdditLon to the City of L)alina, Kansas. j,�:otion adopted. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving of Thirteenth Street from the south line of Broadway Boulevard to the south line of Lincoln Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey and Webb (4) Days: (0) Commissioner Stephenson absent. kayor approved the resolution and it is numbered 1105. The above resolution is recorded in full on Page 108 Resolution Book Number 4. 442 A resolution was introduced entitled: "A Resolution directing that a detailed estimate of the cost of erecting and equipping a public building, being a public fire station shall be made under oath by Chas. W. Shaver, a competent engineer, and providing for the submission thereof by said engineer, all preliminary to the issuance and sale of bonds of said City as heretofore duly authorized by the qualified electors of said City." On motion of Commissioner King the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey and Webb (4) Nays: (0) Commissioner Stephenson absent. Mayor approved the resolution and it is numbered 1106. The above resolution is recorded in full on Pages Numbered 109 and 110, Resolution Book Number 4. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 239, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 239, so created, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of 'ommissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Price, King, Ramsey and Webb (4) Nays: (0) Commissioner Stephen- son absent. 'mayor approved the ordinance and it is numbered 5372• An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain lands in the City of Salina, Kansas, in the "B" Residential District as that District is defined by Section 4 of Ordinance Number 3188 and providing for the proper uses thereof." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey and Webb (4) Nays: (0) Commissioner Stephenson absent. Mayor approved the ordinance and it is numbered 5313- A Resolution was introduced entitled: "A Resolution authorizing and pro- viding for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of w101958.20 to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series No. PT -3, pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey and Webb (4) Nays: (0) Commissioner Stephenson absent. kayor approved the resolution and it is numbered 1107. Mayor approved the Drdihatrce­ and it is numbered A-458. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner King the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Price, King, Ramsey and Webb (4) Nays: (0) Commissioner Stephenson absent. Mayor approved the ordinance and it is numbered A-459. 440 City lianager reported on petition for the"paving of Hancock Street from Venango Street to Republic Avenue." A resolution was introduced for first reading entitled: "A Resolution relating to the paving of Hancock Street from the north line of Venango Street to the south line of Republic Avenue." Resolution was referred tothe Board of Commissioners. City Engineer filed plans and specifications for the construction of Lateral Sanitary Sewers numbered 237 and 238, and on motion of Commissioner Vuebb approved by the Board of Commissioners. I On motion of Commissioner Webb the City Clerk was instructed to advertise for bids for the construction of Lateral Sanitary Sewers Numbered 2363 237 and 238, to be received up to and including Monday, tray 16th3 1)49 at 7:30 o'clock P. M. Motion adopted. i Building Application Number 2117 for the construction of a new Filling Station on the South 50 feet of the East 100 feet of Lot 10, Block 17, South Park Addition, was presented from Skelley Oil Company.
