Meeting was called to order by 1ayor Stedham, the roll was called and Commissioners Stedham, Lindgren, Noyce airs -tephenson and Assistant City Attorney Yordy responded. Com- missioner Price absent. The minutes of the Regular ILLeeting of February 7, 1949, Regular iaeeting of February 14, 1949 and Special meeting of February 16, 1949 were read and approved as read. Dan Bolen and other members of the Real Estate Board appeared before the Board of Commissioners asking them to do sometLi ng about bringing some outside firm into City to devise an overail future plan of development for Salina. Commis- sioner Noyce moved that City Lanager reopen correspondence with Engineering Firms regarding bids on planning and report to the Board of Commissioners. Lotion adopted. Dr. L. S. Nelson, Sr., appeared before the Board of Commissioners regarding full time Health Unit. ,atter referred to City i_anager to get copy of report, and that Coanty Oommissioners and City Commissioners have a joint meeting to discuss the plan. ivaotion adopted. Commissioner Stephenson moved that matter of placing on ballot for people to vote on Bond Issue in the amounts of „,25,000.00 for purchase of additional land for recreat onal purposes be tabled until such time as a comprehensive plan be developed from Planning Engineers. Lotion adopted. Taxicab Drivers Applications numbered 96 to 103 inclusive, for the year 1949, were presented, and on motion of Commissioner Lindgren approved by the Board of Commissioners. Lotion adopted. kpplications for Cereal halt beverage License for the year 1949 presented from Eagles Lodge and Elks Club. Commissioner Stephenson moved that application from Elks Club be approved, and Commissioner Lindgren moved that application from Eagles Lodge be approved. Lotion adopted. A petition was presented from Frank Harte and others, asking for construction of sidewalk on Fourth Street between mulberry and Walnut Streets, adjacent to Lots 158, 160 and 166, on Fourth Street, Original Town of Salina. Petition referred to City ivianager. City Planning Commission recommended the vacation of that portion of the alley east of Chicago Street from the south Right-of-way line of U. S. 81 By -Pass to the north line of Logan Street. Commissioner Stephenson moved to accept, and ordinance with provision for utilities be introduced for first reading. motion adopted. City Planning Commission recommended that the 'eldest 60 feet of Lots 30 and 32J. Block 8, Bond's Addition be rezoned from "A" Residential to "B" Residential. Commissioner Lindgren moved that report be approved by the Board of Commissioners and that City Clerk give thirty days notice in the official City paper of intent to rezone from "A" Residential to "B" Residential the Gdest 60 feet of Lots 30 and 32, Block 8, Bond's Addition to Salina, Kansas. Motion adopted. I An ordinance was introduceed for first reading entitled: "An ordinance providing for the calling and holding of an election of the qualified electors of the City of Salina, Kansas to vote upon the question of authorizing the Board of Commissioners of said City to issue General Obligation Bonds of the City in amount of not e:.ceeding :;'175,000.00 for the purpose of paying t e cost of erecting and equipping a public building for such city, to -wit: a public fire station." Ordi- nance was referred to the Board of Commissioners. An ordinance was introduced entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Lindgren the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stedham, Lindgren, Noyce and Stephenson (4) Nays: (0) Commission- er Price absent. payor approved the ordinance and it is numbered A-452.
