Regular Meeting of the Board of Commissioners December 6, 1948. Meeting
was called to order by Mayor StedYiam, the roll was called. and Commissioners Stedham,
Lindgren, iioyce, Price and Stephenson and City Attorney Clark responded.
The minutes of the Regular 'ieeting of November 29, 1948, were read and
approved as read.
An ordinance was introduced for first reading entitled: "An ordinance
creating and defining a certain la,eral sanitary sewer districts in the City of
Salina, Kansas, designated as Lateral Sanitary Sewer Districts Numbered 234 and 235,
and providing for the construction of .Lateral Sanitary Sewers ins aid Lateral
Sanitary Sewer Districts 234 and 235 so created, and providing for the payment of
the cost thereof and for the levying of special assessments against the property
ins aid district for the payment of the cost of such construction and for the issuing
of bonds to pay the cost thereof." Ordinance was referred to the Board of
Commissioners.
Commissioner Price moved to approve Building Application No. 1986 of Aovem-
ber 30th, 1948 for John Meath. Building to b e located on Lot 17, $lock 2 North
Park Addition. Application approved under Ordinance No. 4750, Section 37-321.

Letter was presented from City Planning Commission, concerning the rezoning
of Lots 4 to 11, Twelfth Street, Weaver's Addition, to "D" Light industrial.
Commissioner Stephenson moved to table and refer to City hanager to get more
information as to why t:-ey want it all rezoned to "D" Light industrial. Carried.
Letter was presented from City Planning Commission recommend that Lots 1
to 15 inclusive, Block 9, Pacific Addition, be rezoned from Class "C" Commercial
to Class "D" Light Industrial. Commissioner Aoyce moved that report be accepted
by the Board of Commissioners and that City Clerk give thirty days notice in the
official City paper of intent to rezone from Class "C" Commercial to Class "D"
Light Industrial, Lots 1 to 15, inclusive, Block 9, Pacific Addition, Salina, Kansas.

Letter was presented from City Planning Commission recommending that Lots
12, 14, 16, 17, 18, 19 and 20, Block 10, Pacific Addition, be rezoned from Class
"A" residential to Class "C" Commercial. Commissioner Price moved that report
be accepted by the Board of Commissioners and that City Clerk give thirty days
notice in the official City paper of intent to rezone from "A" Residential to "C"
Commercial, Lots 12, 14, 16, 17, 18, 19 and 20 Block 10, Pacific Addition,
Salina, Kansas. lotionadopted.
Letter was presented from City Planning Commission recommending that
request of Santa Fe Railroad Company for the vacation of certain streets and alleys
between Second Street and Chester Street not be vacated. Commissioner Price
moved to accept recommendation from City Planning Commission. Motion adopted.
Letter was presented from City Planning Commission recommending that the
Board of Commissioners give special permit to Daniel Wiegner for the operation
of a `Pea Room, under "B" Residential Zone, applying only to the South 1/2 Lot 6,
and Aorth 75 feet Lot 8, Santa Fe Avenue, Holland's Addition, Salina, Kansas.
Commissioner Price moved to accept letter, but not recommendation, and that City
Clerk give thirty days notice in the official City Paper of intent to rezone from
Class "B" hesidential to Class "C" Commercial, the South 1/2 of Lot 6, and North
75 feet Lot 8, Santa Fe Avenue, Holland's Addition, Salina, Kansas. Motion adopted.
Letter was presented from Chief of Police, relating to application for a
Taxi Cab Drivers License from Glenn V. Johnson. Commissioner 14oyce moved that
license not be granted. Motion adopted.
City Engineer filed rartial Estimate No. 5 in the amount of 318,904.39 to
H. J. Taylor Construction Company, for curbing, guttering and paving improvements
provided for under contract dated June 7, 1948, known as Job iuo. 213.
Commissioner Price moved that Estimate be approved by the Board of Commissioners.

City Engineer submitted Partial Estimate Number 2 in the amount of :32,452.51
to H. J. Taylor Construction Company, for curbing, guttering and paving improve-
ments provided for under contract dated August 30, 1948, known as Job Number 245•
Commissioner Price moved that Estimate be approved by the Board of Commissioners.

A resolution was introduced entitled: "A hesolution authorizing and pro-
viding for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum
of 451,356.90 to pay a portion of the cost of improving certain streets in the City
of Salina to be designated as Series PT -2 pending the issuance of bonds to pay the
cost of said work."
On motion of Commissioner Stephenson the resolution was adopted as read and
I on its final adoptioh the roll was called and the following vote was had; Ayes:
Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: (0) mayor approved the
resolution and it is numbered 1079.
The above resolution is recorded in full on Pages 77 and 78, Resolution gook
Number 4.

Applications for taxicab drivers license for the balance of 1918 presented as
follows:

iCommissioner Price moved that applications be approved and license granted.
Motion adopted.
An ordinance was introduced entitled: "Ari ordinance making appropriation for
the payment of certain claims."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Stedham, Lindgren, Noyce, Price and Stephenson (5) Nays: W) Y'vlayor approved
the ordinance and it is numbered A-445.
Pursuant to notice published in the Salina Journal bids were received for Sewage
bisposal Plant Equipment as follows:

Lakeside Engineering Corporation
Salina Supply Company
Engineer's bid in the amount of $91,500.00 was read.
Wilson and Company were present and tabulated the bids. Coruiissioner Noyce
made motion that the Engineers and City Lanager check bids and report at the next
meeting, with their recommendations. Iuotion adopted.

ing for the vacation of a certain public alley in the City of Sal ina, Kansas."
On motion of Commissioner Price the ordinance was read and adopted by sections
and on its final adoption the roll was called and the followin vote was had; Ayes:
Stedham, Lindgren, Joyce, Price and Stephenson (5) Nays: (0 1,11ayor approved
the ordinance and it is numbered 5357.

from Class "A" Residential to Class "B" itesidential, was taken up by the Board of
Commissioners. Erwin A elaneier was present, and Commissioner 14oyce made motion to
introduce ordinance for first reading, with provision, that before it is passed that

Inspector, togetl.er with proper information that lie can get the finances to build
according to these plans and that this all be satisfactorily approved before Ordinance
is passed. notion adopted.
